A. 
Use of personnel, space, supplies and property of the City of Yonkers by another public or quasi-public entity, including but not limited to the City of Yonkers Industrial Development Agency, must be authorized by the City Council upon the recommendation of the Mayor, when authorization by the municipality is required by law. Such use may be subject to reimbursement to be paid to the City.
B. 
The reimbursement to be paid by any such public or quasi-public agency or entity shall be proposed by the Mayor and approved by the City Council.
C. 
The amount of such reimbursement will be approved, taking into account the financial status of the agency, the public benefit to be derived from the work of the entity and the staffing, space and other needs of City government.
