There shall be, pursuant to § 4-6E, a Board of Examiners of motion-picture operators. The Board shall consist of the Fire Commissioner and two other members to be appointed by the Mayor, one of whom shall be a motion-picture operator, duly licensed in the City for five years or more, and the other a duly licensed electrical contractor. Both the latter members shall have been active in their respective callings for a period of five years or more. Both shall serve without compensation.
The Board of Examiners shall make rules and regulations governing
the examination of applicants and the issuance of licenses.
No person, unless licensed as hereinafter provided, shall operate
or be permitted to operate any motion-picture apparatus or any connections
thereof in any motion-picture theater, open-air motion-picture theater
or other place where motion pictures are exhibited in the City to
which the public is admitted, with or without charge of admission,
except that this section shall not apply to noncommercial moving-picture
operators.

Any person 18 years of age or over desiring to act as a commercial
motion-picture operator shall make application for a license to the
Director of the Office of Licensing
Each applicant shall pay a preliminary fee of $15 to the Comptroller,
for which a receipt shall be given.
The applicant shall present the receipt to the Board of Examiners.
The Board shall furnish the applicant with a form of application for
a certificate of fitness, which form the applicant shall fill out
and file with the Board.
In the event that the applicant is a naturalized citizen of
the United States, he will be required to produce his naturalization
papers before the Board of Examiners.
All applicants for such license shall submit to fingerprinting
by the Police Department. A copy of such fingerprints shall be attached
to the application for a certificate of fitness.
The application for a certificate of fitness shall show the
name and residence of the applicant; the place and date of his birth;
his citizenship; previous applications made by him; and his experience,
including a list of theaters where he has operated motion-picture
machines and connections. The application must also contain a statement
by the applicant that, in the event of the issuance of a certificate
of fitness, he will observe all of the rules and regulations of the
Fire Department and Board of Examiners.
Each applicant shall be given written and oral examinations
by the Board of Examiners.
If, on his examination, the applicant is found to be competent
to operate motion-picture apparatus and connections, he shall receive
from the Board of Examiners a certificate of fitness to operate motion-picture
apparatus and connections.

A.
The applicant shall present a certificate of fitness to the Director
of the Office of Licensing, who shall, after the applicant shall have
paid a fee of $100 for such license to the Comptroller, issue to such
applicant a license setting forth that the person named therein is
duly authorized to operate motion-picture apparatus and connections
in the City.
B.
The certificate of fitness shall be filed with the Director of the
Office of Licensing.
Every license shall expire on the first day of March next after
the date of issue thereof.
The license shall be displayed in a conspicuous place in the
room in which the licensee operates motion-picture machines and connections.

A licensee who desires to renew a motion-picture operator's
license shall pay a fee of $50 to the Comptroller, for which a receipt
shall be given, and shall, within 30 days prior to the expiration
of the existing license, file with the Director of the Office of Licensing
an application requesting such renewal. This application shall thereupon
be presented to the Board of Examiners. Unless valid reasons exist
for not renewing the applicant's license, the Board shall issue
to the applicant a certificate of renewal, which shall be presented
to the Director of the Office of Licensing. Upon such presentation,
the Director of the Office of Licensing shall issue a renewal license
setting forth that the person named therein is authorized to operate
motion-picture apparatus in the City.
In all theaters, places of amusement and public buildings where
motion-picture machines are used or operated, at least one duly licensed
motion-picture operator shall, at all times during any performance,
be assigned to and remain in charge of each motion-picture machine
operated therein. It shall be the duty of the owner, proprietor, manager
or other person having charge of such theater, place of amusement
or public building to comply with the provisions of this section.
