There is hereby created and constituted the Auxiliary Organization of Volunteer Firemen and Emergency Squad of the Borough of Wallington (hereinafter referred to as the "Auxiliary Organization").
A. 
Composition.

(1) 
The Auxiliary Organization shall be composed of all consenting retired members of the Borough Fire Department and the Borough Emergency Squad:
(a) 
With 25 years of prior service to Borough as a fireman or Emergency Squad member, or with 25 years combined service to those organizations; to qualify as a retired member based upon 25 years of combined service, the 25 years of service for the two organizations must be in 25 separate calendar years. Any year where the service overlaps or is concurrent shall qualify as one year of service only.
(b) 
A member of either organization who can no longer perform his duties due to an injury received in the line of duty.
(2) 
All members must be in good standing at the time of retirement.
B. 
There shall be elected from the membership a President, Vice President and Secretary of the Auxiliary Organization, such persons to be elected by a majority of a quorum of the membership at an annual election to be held on the third Monday in October of each year. Such officers of the organization shall serve for a period of one year commencing on January 1 of the year following each election.
A. 
The Auxiliary Organization shall meet not fewer than four times a year and shall perform the following functions:

(1) 
It shall evaluate the operations of the Borough Fire Department and Emergency Squad with regard to efficiency, quality of equipment, training programs, recruitment and responsiveness to fire calls.
(2) 
It shall prepare an annual report to be submitted to the officers of the Fire Department, Emergency Squad and the Fire Committee of the Mayor and Council in January of each year. Such report shall contain the findings of the Organization with respect to those functions set forth in Subsection A(1) above and shall further contain the considered recommendations of the Organization as determined in a resolution adopted by a majority of a quorum of the membership with respect to any changes in procedure, equipment or any other matter pertaining to the operations of the Department.
(3) 
Members of the Auxiliary Organization shall be available to serve as fire police at any incidents when requested to do so if they are physically able to do so.
B. 
In the event of an emergency, the Chief of the Fire Department of the Borough of Wallington may, in his discretion, call upon the members of the Auxiliary Organization to aid in the abatement of the situation.
The first election of officers of the Auxiliary Organization shall take place within 30 days after the final adoption of this article, and the officers so elected shall take office forthwith and shall hold such office until the next duly elected officers take office in accord with the provisions of § 49-17 of this article. The first elected Secretary of the Auxiliary Organization shall prepare a list of all retired members of the Fire Department who are eligible for membership in the Auxiliary Organization, as well as a list of all such eligible persons who apply for membership. Such lists shall be filed with the Fire Committee of the Mayor and Council and shall be kept current thereafter.

Members of the Auxiliary Organization of Volunteer Firemen and Emergency Squad of the Borough of Wallington shall receive the same remuneration of a clothing allowance as active members. Any member shall qualify for only one clothing allowance even if that member serves on both organizations.
