There shall be a City Manager who shall be nominated by the Mayor and whose appointment shall be confirmed by the City Council. The City Manager shall be employed by the Mayor and City Council who shall establish compensation and contract terms of employment not to exceed three years. The City Council shall evaluate the job performance of the City Manager yearly with input from the Mayor.
The City Manager shall be the chief administrative officer of the City of Biddeford, and shall:
(a) 
Be responsible for the day-to-day administration of the affairs of the City in accordance with the provisions of this Charter and the Code of Ordinances;
(b) 
Be responsible for implementing policies as established by the Mayor and the City Council;
(c) 
Report to and receive policy guidance from the Mayor and the City Council;
(d) 
Appoint, suspend, or remove after consultation with the Mayor and confirmation by the City Council, department heads and subordinate officers provided for in the Charter, except as otherwise provided by law or this Charter;
(e) 
Direct and supervise the administration of all departments, offices and agencies of the City, except as otherwise provided by this Charter or by law, and evaluate the performance, at least once per calendar year, of all subordinates;
(f) 
Attend meetings of the City Council, and report to the Mayor and Council upon inquiry;
(g) 
See to the enforcement of all laws and ordinances of the City and of the provisions of this Charter and carry out the lawful directives of the City Council personally or through department heads or subordinate officers;
(h) 
Prepare and submit the annual municipal budget, to include a Capital Improvement 5-year budget plan.

(i) 
Submit to the Mayor and City Council such reports and recommendations as the Mayor and City Council shall require;
(j) 
Be a non-voting member of the City Council Finance Committee;
(k) 
Perform all other duties as assigned by the Mayor and City Council.

The City Manager shall establish residence within the City of Biddeford within six months from the date of hire, unless otherwise approved by the City Council.
