The Fire Chief shall be selected for an indefinite term. The
Fire Chief shall be selected on the basis of merit, training, experience,
administrative ability, efficiency and general qualifications and
fitness for performing the duties of the position. The Town Board
shall have the right to consent to the person selected as Fire Chief
prior to the selection taking effect.
In addition to the duties imposed upon the Fire Chief elsewhere
in this Code:
A. The Fire Chief shall administer, manage and have general supervision
of the Fire Department, subject to this chapter and the policies and
procedures of the Fire Department, and shall be responsible for the
personnel and general efficiency of the Fire Department. The Fire
Chief shall be responsible for the completion of fire inspections
required under § 101.14, Wis. Stats.
B. It shall be the duty of the Fire Chief to preside at all meetings
of the Fire Department, to call special meetings, to preserve order,
to decide all points of order that may arise and to enforce the observance
of this section and the policies and procedures of the Fire Department.
C. It shall be the duty of the Fire Chief or ranking officer of the
Fire Department to be present at all fires, to have complete command
of and entire responsibility for all fire-fighting operations, to
plan the control of the same, to direct the action of the firefighters
when they arrive at a fire, to observe that the Fire Department does
its duty, to grant leaves of absence at a fire when the Fire Chief
or ranking officer of the Fire Department may deem it proper and to
see that the fire apparatus is kept in proper condition at all times.
D. The Fire Chief shall enforce all fire prevention ordinances of Ledgeview
and state laws and regulations pertaining to fire prevention and shall
keep citizens informed on fire prevention methods and on the activities
of the Fire Department.
E. The Fire Chief shall keep a fire call record book of every fire to
which the Fire Department was called, utilizing incident reports using
the NFPA Uniform Coding for Fire Protection format of the National
Fire Incident Reporting System of the U.S. Fire Administration.
F. The Fire Chief shall have the power to demote or expel any officer
or member of the Fire Department for neglect or refusal to perform
departmental duties, such demotion or expulsion to be subject to appeal
to the Town Board.
G. Not later than September 1 of each year, the Fire Chief shall prepare
and submit to the Clerk a proposed budget for the Fire Department
for the next fiscal year.
H. It shall be the duty of the Fire Chief to submit an annual report
to the Ledgeview Board concerning the previous year's activities
of the Fire Department in a form as prescribed by the Board.
I. The Fire Chief shall ensure compliance by the Fire Department with
the provisions of the Wisconsin Administrative Code applicable to
firefighting.
J. The Fire Chief shall perform such other duties as are incumbent on
the commanding officer of the Fire Department.
K. The Fire Chief shall submit a monthly general report to the Ledgeview
Board of all activities of the Fire Department during the preceding
month.
