It shall be unlawful for any person to construct, alter, or extend any mobile home park unless he holds a valid permit issued by the Town Council based on an approved development plan. All applications for a permit shall be accompanied by a fee of $25.
It shall be unlawful for any person to administer or operate any mobile home park within the limits of Chesapeake Beach unless he holds a valid license issued annually by the Town Council in the name of such person for the specific mobile home park. All applications for licenses shall be made to the Town Council, which shall issue a license upon compliance by the applicant with provisions of this chapter.
A. 
All licenses will be issued to the developer and/or management of any mobile home park based on standards of quality as defined by the Woodall Mobile Home Inspection and Evaluation Teams. This agency is presumably located at 500 Hyacinth Place, Highland Park, IL and is known as the "Woodall Mobile Home Agency." Licenses may be issued in quality steps, as defined by this agency, and are rated by a numbered star count (for example, three-star, five-star, etc.). Any mobile home park whose standards have fallen below the rating stated on the license shall be deemed in violation of this section, and said license shall be revoked. A reasonable time may be allowed the management of the mobile home park to improve and rectify the conditions causing this action. License revocation shall be in addition to other remedies and penalties as provided in Article VIII of this chapter.
B. 
Applications for original licenses shall be in writing, signed by the applicant, accompanied by an affidavit of the applicant as to the truth of the application and by a fee of $10 per mobile home lot. The application shall contain the name and address of the applicant and the location and legal description of the mobile home park.
C. 
Every person holding a license shall given notice in writing to the Town Council within 24 hours after having sold, transferred, given away, or otherwise disposed of interest in or control of any mobile home park. Such notice shall include the name and address of the mobile home park. Upon application in writing for transfer of the license and payment of a fee of $10 per mobile home lot, the license shall be transferred if the mobile home park is in compliance with all applicable provisions of this chapter.
D. 
Applications for renewal of licenses shall be made in writing by the holders of the licenses, shall be accompanied by a fee of $10 per mobile home lot, and shall contain any change in the information submitted since the original license was issued or the latest renewal granted.
A. 
The Town Council or its designee is hereby authorized and directed to make such inspections as are necessary to determine satisfactory compliance with this chapter.
B. 
The Town Council or its designee shall have the power to enter at reasonable times upon any private or public property for the purpose of inspecting and investigating conditions relating to the enforcement of this chapter.
C. 
The Town Council or its designee shall have the power to inspect the register containing a record of all residents of the mobile home park.
