As used in this article, the following terms shall have the meanings indicated:
OVERSIZED VEHICLE
Any motor vehicle. boat or trailer, that meets or exceeds at least two of the following criteria, exclusive of fixtures, accessories or property:

A. 
Twenty-three feet in length;
B. 
Eight feet in height; or
C. 
Seven feet in width.
STREET
Includes but is not limited to any public street, way, avenue, boulevard, highway, road, alley, lane, viaduct, bridge and the approaches thereto and any other public thoroughfares in the Town, whether opened and/or paved or not, and shall mean the entire width of the street or the right-of-way for such street.
A. 
No person shall stop, stand, or park a vehicle in any of the following places, except when necessary to avoid conflict with other traffic or in compliance with the direction of a police officer or traffic control device:
(1) 
In front of a public driveway or alley;
(2) 
On a sidewalk;
(3) 
In an intersection;
(4) 
On a crosswalk;
(5) 
Between a safety zone and the adjacent curb or within 30 feet of points on the curb immediately opposite the ends of a safety zone, unless a different length is indicated by signs or markings;
(6) 
Alongside or opposite any street excavation or obstruction when such stopping, standing, or parking would obstruct traffic;
(7) 
On any bridge or other elevated structure on a highway;
(8) 
At any place where an official sign or painted curb prohibits stopping, parking, or standing, and wherever a curb has been painted red or yellow;
(9) 
On a street at a location that obstructs the entrance to or exit from any private driveway or to any building or garage, except with the permission of the property owner, or that prevents passage over and upon any private driveway or private vehicle entrance connecting private property with an abutting street, except with the permission of the property owner;
(10) 
Within 15 feet of a fire hydrant;
(11) 
Within 30 feet of the approach to any flashing signal, stop sign, yield sign, or traffic control signal located at the side of a roadway;
(12) 
Within 20 feet of the driveway entrance to any fire department station or otherwise not in accordance with a posted sign concerning parking restrictions near fire departments;
(13) 
On the roadway side of any vehicle stopped or parked at the edge or curb of a street (the practice commonly known as "double-parking"), except for the purpose of receiving or discharging passengers or, for a period of time not to exceed five minutes and provided a driver remains in the vehicle, merchandise;
(14) 
On a street if the vehicle is covered with a tarp or other temporary cover that must be removed in order to operate the vehicle;
(15) 
Unless for the use of an individual with a disability, in a space or zone marked as restricted for the use of individuals with disabilities; or
(16) 
Within 20 feet of an intersection not controlled by a stop sign or other traffic control device.
B. 
No person shall stop, stand, or park a vehicle, the operation of which requires a commercial driver's license (CDL) under state law, on the street in front of, alongside, or in the rear of any private dwelling for a period of more than one hour, except when the operator or occupant of such vehicle is unloading merchandise, or is engaged in rendering a service at or to such premises; provided, however, that a vehicle necessary to construction activity that is being performed pursuant to a valid building permit issued by Calvert County shall be excepted from the prohibition of this subsection until such time as the construction activity requiring the vehicle is completed, if the vehicle is parked in front of, alongside, or in the rear of the property upon which the construction activity is occurring.
C. 
No person shall stop, stand, or park a recreational vehicle, camper, or trailer designed for the transport of boats, vehicles, or recreational equipment, including but not limited to personal watercraft, upon a street except for the purpose of receiving or discharging passengers or, for a period of time not to exceed one hour, for the purpose of loading or unloading equipment or supplies.
D. 
Except with respect to streets and rights-of-way in neighborhoods subject to a declaration establishing a homeowners' association under the Maryland Homeowners' Association Act, no person shall stop, stand, or park an oversized vehicle on a street or right-of-way for a period of more than one hour, except when the operator of such vehicle is unloading merchandise or is engaged in rendering a service at or to a premises in Town; provided, however, that a vehicle necessary to construction activity that is being performed pursuant to a valid building permit issued by Calvert County shall be exempt from the prohibition of this subsection until such time as the construction activity requiring the vehicle is completed.

E. 
Failure to comply with any provisions of this section shall constitute a civil code violation for which a parking citation may be issued, and any person, upon conviction of a violation hereof, shall be subject to a fine of $100 per occurrence. Each day a violation exists shall constitute a separate offense.

A. 
Definitions.
(1) 
The following words, when used in this section, have the following meanings:
ABANDONED VEHICLE
Any motor vehicle, camper, trailer, or semi-trailer that:
(a) 
Is parked illegally on public property; or
(b) 
Has remained on private property for more than 48 hours without the consent of the owner or person in control of the property.
INOPERABLE VEHICLE
A motor vehicle that:
(a) 
Is missing any of the following: its engine, tires, steering wheel, transmission, windows, fender, bumper, hood, or valid license plate, or other component necessary for the lawful operation of the vehicle, or is partially dismantled or wrecked or has one or more flat tires or that is otherwise unable to be moved under its own power; or
(b) 
Is elevated on blocks or otherwise so that any of its tires are not in direct contact with the ground; or
(c) 
Does not display currently valid registration plates or displays the registration plates of another vehicle.
(2) 
Words that are not specifically defined herein shall have the same meaning as those words defined in the Transportation Article of the Annotated Code of Maryland, §§ 11-101 through 11-177 and §§ 21-101, 25-101 and 25-201, as amended from time to time.
B. 
No abandoned or inoperable vehicle shall be left upon any street for any period of more than 48 hours.
C. 
No abandoned or inoperable vehicle may be parked or stored exposed to public view anywhere on any private property, except upon commercial property pursuant to a valid zoning permit for the repair or storage of such vehicles and in compliance with any conditions imposed by the zoning regulations or the zoning permit relating to the property.
D. 
Failure to comply with any provisions of this section shall constitute a civil code violation for which a parking citation may be issued, and any person, upon conviction of a violation hereof, shall be subject to a fine of $500 per occurrence. Each day a violation exists shall constitute a separate offense.

A. 
The Town's designated agents are authorized to remove, convey, impound and sell any vehicle parked, stored, or left in violation of this article. The cost for such removal, conveyance, impoundment and sale shall be charged to the owner of the vehicle or the resident on whose property the vehicle was located.
B. 
Except as may otherwise be provided by this article, the procedures for the impoundment and sale of vehicles pursuant to this section shall substantially conform to the provisions of the Transportation Article of the Annotated Code of Maryland, §§ 25-204 to 25-210, as amended from time to time.
C. 
Before the Town may impound a vehicle pursuant to this section, it shall issue a notice to the owner of the vehicle and, if the vehicle is located upon private property, to the property owner or occupant, stating that this section of the Town Code has been violated and providing seven days for the vehicle owner, property owner or occupant to remove the offending vehicle.
D. 
Notwithstanding anything in this section to the contrary, the Town's designated agents are not authorized to remove, convey or impound a vehicle from private property, except upon permission of the property owner or pursuant to an order entered by a court of competent jurisdiction.
