In accordance with the authority granted by Wis. Stats. § 236.45 and for the purposes listed in Wis. Stats. §§ 236.01 and 236.45, the Village Board does ordain as follows:
The provisions of this article shall be held to be minimum requirements adopted to promote the health, safety, morals, comfort, prosperity and general welfare of the Village.
This chapter shall not repeal, impair or modify private covenants or public ordinances, except that it shall apply whenever it imposes stricter restrictions on land use.
This chapter is adopted for the following purposes:
To promote the public health, safety and general welfare.
To further the orderly layout and appropriate use of land.
To lessen congestion in the streets and highways.
To lessen concentration of population and to discourage overcrowding of land.
To facilitate adequate provision for housing, transportation, water supply, storm sewer, wastewater, schools, parks, playgrounds and other public facilities.
To facilitate the further division of large tracts of land into smaller parcels of land.
To insure proper ingress and egress.
To insure proper legal description and proper survey monumentation of subdivided land.
To provide penalties for the violation of this chapter.
In their interpretation and application, the provisions of this chapter shall be held to be the minimum requirements for the promotion of the public health, safety and general welfare.
Where the conditions imposed by any provisions of this chapter upon the subdivision of land are either more restrictive or less restrictive than comparable conditions imposed by any other provisions of this chapter or of any other applicable law, ordinance, resolution, rule or regulations of any kind, the regulations which are more restrictive and impose higher standards or requirements shall govern.
This title is not intended to abrogate any easement, covenant or any other private agreement, provided that where the regulations of this title are more restrictive or impose higher standards or regulations than such easement, covenant or other private agreement, the requirements of this title shall govern.
