A.
Creation. There is hereby created in the Code of the City of Hoboken
the office of Tax Assessor.
B.
Authority. The Municipal Tax Assessor shall hold a tax assessor's
certificate provided for in P.L. 1967, c. 44,[1] and shall have the duty of assessing property for the
purpose of general taxation and act as an expert witness to defend
those assessments in tax appeals to the County Board of Taxation and
the State Court of Tax Appeals. He shall maintain such records as
are required by law and necessary for the efficient operation of his
office; shall administer his office and supervise all persons employed
therein; shall have such other duties and authority as provided in
P.L. 1981, c. 393,[2] and shall have such other duties as may be required by
law.

There is hereby created the position of Tax Assessor. The Tax
Assessor shall have qualifications established by P.L. 1967, c. 44,
shall be the administrative head of the Tax Assessor's office
and shall hold his office for a term of four years from the first
day of July next following his appointment. He shall be appointed
by the Mayor with the advice and consent of the Council. He shall
have such tenure as is provided by law. He shall receive such compensation
for his services as the Council shall by ordinance provide.
There is hereby created the position of Deputy Assessor. The
Deputy Assessor shall hold a tax assessor's certificate and shall
act under the direct supervision of and assist the Tax Assessor. He
shall hold his position for a term of four years from the first day
of July next following his appointment and shall be appointed by the
Mayor with the advice and consent of the Council. He shall have tenure
as provided by law. His compensation shall be fixed pursuant to law.
There is hereby created the position of Senior Assistant Assessor.
The Senior Assistant Assessor shall be a classified position under
the rules of the Department of Personnel of the State of New Jersey.
The Senor Assistant Assessor shall have the education and experience
specified by the Department of Personnel and shall have the position
pursuant to law, and the compensation thereof shall be fixed pursuant
to law. The Senior Assistant Assessor shall perform the duties assigned
to him by the Tax Assessor and work under the supervision and control
of the Tax Assessor.
There is hereby created the position of Assistant Assessor.
The Assistant Assessor shall be a classified position under the rules
of the Department of Personnel of the State of New Jersey. The Assistant
Assessor shall have the education and experience specified by the
Department of Personnel and shall have the position pursuant to law,
and the compensation thereof shall be fixed pursuant to law. The Assistant
Assessor shall perform the duties assigned to him by the Tax Assessor
and work under the supervision and control of the Tax Assessor.
The office of Tax Assessor and the position of Tax Assessor
are successors to and created to replace the Board of Assessors. Whenever
in any law, rule, regulation, order, contract, document or other proceeding
reference is made to the Board of Assessors or Assessment of the City
of Hoboken, the same shall be considered to mean and refer to the
Tax Assessor.
All positions under the classified service of the Department
of Personnel currently in existence in the City of Hoboken pertaining
to the work of assessing taxes generally and maintaining the office
records and business of assessing taxes be and hereby are transferred
to the office of the Tax Assessor.
All ordinances or parts of ordinances inconsistent herewith
are hereby repealed, but only to the extent of such inconsistency.
This chapter shall take effect as provided by law.
