There shall be a Department of Public Works, the Director of
which shall be the Superintendent of Public Works. The Director shall
be responsible for the supervision of employees, the maintenance of
public works, and, in addition, shall:
A.
Supervise and direct the installation and administration of departmental
records, time keeping and inventory controls, and cost analyses.
B.
Establish standards and procedures for the control, use and care
of all public works equipment, materials and supplies in the custody
of the Department.
C.
Supervise such sanitation services as may be required in the Borough.
Within the Department of Public Works there shall be a Division
of Buildings and Property, the head of which shall be the Superintendent.
The Division, under the direction and supervision of the Director,
shall:
A.
Operate and maintain public buildings owned by the Borough.
B.
Trim, plant and care for trees, public parks and greens.
C.
Administer Borough-owned properties.
D.
Maintain and repair playfields and playgrounds, and recreational
areas and facilities, as requested by the Recreation Director to the
Director of the Department of Public Works within a reasonable time.
Within the Department of Public Works, there shall be a Division
of Street Services, the head of which shall be the Superintendent.
The Division, under the direction and supervision of the Director,
shall:
A.
Maintain and repair all Borough streets, bridges, culverts and drains.
B.
Undertake and administer Borough road construction projects and road
surfacing and resurfacing projects which are to be performed by the
Department on force accounts.
C.
Maintain all Borough streets in a clean and safe condition for travel,
free of obstructions and hazards and remove snow and ice therefrom
as required.
D.
Install, repair and maintain street traffic signs, lines and markers.
Within the Department of Public Works there shall be a water-sewer
utility. The water-sewer utility shall consist of the water system
and the sewer system of the Borough, which are hereby consolidated
pursuant to the provisions of N.J.S.A. 40:62-106, its amendments and
supplements. The systems shall operate as one utility, subject to
such ordinances and resolutions as may be passed or adopted from time
to time by the Council. The Council, from time to time, shall establish
such charges, rentals, rates, fees, rules and regulations for the
benefit of the water-sewer utility as may be deemed necessary and
proper.
