The basic form and structure of government provided in this chapter is the Council/Manager form of government. As more fully described in the Borough Code and this chapter, the legislative powers and functions of the Borough government shall be vested in and exercised by Council. The Borough Manager shall be the chief administrative officer of the Borough, responsible to Council for the administration of all Borough affairs, unless such administration is vested in another official by the law, Borough ordinance or this chapter. The advisory boards and commissions perform advisory duties of a continuing nature in specific areas as designated by this chapter.
The flow of information, policy direction and activity coordination shall, in the case of administrative matters, be directed to and/or through the Borough Manager. The flow of information in the establishment of policy shall always emanate from Council to the Borough Manager and administrative and advisory boards, when applicable.
