A. 
The provisions of this section shall be applicable in addition to any other applicable provisions of this part or any other ordinance, code or regulation.
B. 
Identification of activities requiring a special permit. In accordance with the Pennsylvania Floodplain Management Act (Act 1978-166) and regulations adopted by the Department of Community and Economic Development as required by the Act, the following obstructions and activities are permitted only by special permit if located partially or entirely within any floodplain district:
(1) 
The commencement of any of the following activities; or the construction, enlargement or expansion of any structure used or intended to be used for any of the following activities:
(a) 
Hospitals.
(b) 
Nursing homes.
(c) 
Jail or prisons.
(2) 
The commencement of or any construction of a new mobile home park or mobile home subdivision or substantial improvement to an existing mobile home park or mobile home subdivision.
C. 
Within any floodplain district, any structure of the kind described in the subsection above shall be prohibited within the area measured 50 feet landward from the top-of-bank of any watercourse.
D. 
Except for a possible modification of the freeboard requirement involved, no variance shall be granted for any of the other requirements of this section.
