To assure access for emergency vehicles, the driveway shall contain no curvature with less than a sixty-foot radius and the driveway crown shall be relatively flat to prevent dragging of any vehicle undercarriage. Reasonable cutting and filling may be used to achieve compliance with the above requirements.
A.
Driveways serving as access to a single residence shall have a minimum improved surface width of 12 feet and a minimum clear graded width of 16 feet. Common driveways serving two or more residences shall have a minimum improved width of 20 feet and a minimum clear graded width of 24 feet.
B.
All driveways constructed or modified shall have a minimum driving width of 12 feet.
C.
The minimum driveway center line radius shall be 60 feet. Center-line radii less than 100 feet shall have a pavement width of 10 feet established along the inside of said curve for the entire length thereof.
D.
All driveways which exceed 300 feet in length shall be additionally improved with a minimum of two passing areas located in appropriate locations along the length of the driveway and within sight of each other. One passing area shall be located within 50 feet of the intersecting public roadway, and the other shall be located as far into the subject property as possible without interrupting the required visual connection. Additional passing areas may be required depending upon the topography and vegetation of the site and the proposed driveway design. All passing areas shall be cleared and graded to a minimum width of 22 feet and shall be improved to a minimum width of 18 feet and a length of 25 feet with fifteen-foot tapers on either end. Driveway passing areas shall be constructed in conformance with the figure entitled: "Typical Driveway Passing Area" which shall be deemed to constitute a part of this chapter.[1]

Editor's Note: Said figure is included at the end of this chapter.
A.
All driveways shall be located a minimum of 10 feet, measured horizontally, from all side and rear property lines.
B.
No driveway, exclusive of those located in the MUMD Zone, shall be located within 50 feet, measured along the right-of-way, of any other driveway.
C.
When a site from which a driveway is proposed occupies a corner of two intersecting roads, no driveway entrance or exit shall be located within 25 feet of the point of tangency of the existing or proposed curb radius of that site, or in any sight triangle easement.
To ensure maintenance and repair, common driveway shall be held in common ownership by a homeowners' association, as detailed in §§ 550-107 and 550-108 of Chapter 550, Zoning.
A.
All driveways shall be designed in profile and grading so that drainage does not negatively impact the downstream areas including public rights-of-way and adjacent properties.
B.
Driveways shall be graded such that any accumulated stormwater flow is allowed to drain at multiple locations along the proposed driveway alignment, in order that stormwater shall sheet flow across stable or stabilized vegetated areas or across constructed stone or other form of impervious aprons so as to not accumulate along the entire length of the driveway or negatively impact the intersecting roadway or adjoining properties.
C.
All existing drainage courses, patterns and flows shall be preserved to the greatest extent practicable.
D.
Driveway drainage shall be designed by utilizing existing low-lying depressions, located outside of public rights-of-way and within the boundaries of the lot being served by the driveway. Such low-lying areas shall function as natural drainage basins in order to attenuate stormwater flow increases generated by the proposed driveway construction. Driveway drainage shall be channelized or piped into such low-lying areas when necessary and appropriate and as required by the Fredon Township Engineer.
E.
Minimum pipe sizing along proposed driveways shall be fifteen-inch, without regard to flow capacity, in order to facilitate maintenance.
F.
Driveway drainage shall be designed and constructed so as to tie into existing stormwater drainage systems where necessary or appropriate and when and as permitted by the approving authority or the Fredon Township Engineer.
G.
All required drainage easements shall be designated on a driveway plan and established on record in the Sussex County Clerk's Office.
H.
All piping constructed within municipal rights-of-way shall be reinforced concrete pipe having a minimum diameter of 15 inches.
I.
The use of stone or other impervious surface gutters to prevent erosion along driveway borders shall be deemed to be an acceptable method. Such gutters shall be of sufficient size and material to prevent washout of the stone or other surface and shall be underlain with filter fabric.
J.
All driveways shall be designed and constructed so that existing drainage ditches and drainageways are not obstructed. Where necessary to provide or maintain free flow, which cannot be maintained with a shallow dish gutter, a reinforced concrete pipe, having minimum diameter of 15 inches, shall be installed in the ditch or drainageway.
A.
The slopes established in graded areas shall constitute an extension of the driveway cross slope. Slopes beyond the graded portion of the driveway shall not exceed a 2:1 slope. When retaining walls are required or proposed to meet grading requirements, such walls shall be positioned a minimum of one foot (12 inches) beyond the clear graded width of the driveway. No vertical obstructions shall be permitted from the surface of the graded width area to a point 14 feet above same.
B.
No portion of any driveway shall be constructed at a grade exceeding 15%. Changes in vertical grades shall be accomplished with smooth vertical curves not less than 10 feet in length. A landing area extending no less than 20 feet from the proposed garage or driveway terminus shall be installed at a grade not to exceed 5%. Driveway intersections shall be designed and constructed in conformance with the figure entitled "Typical Driveway Entrance at Roadway" which shall be deemed to constitute a part of this chapter.[1]
[1]
Editor's Note: Said figure is included at the end of this chapter.
C.
All common driveways shall be paved the entirety of the common portions thereof. Thereafter, the individual portions of the driveway shall be paved for a minimum distance of 25 feet from the point of divergence of the common portion. There shall be located on either side of the point of divergence of common driveways permanent markers identifying the house numbers and clearly indicating the direction to each dwelling house served by said driveway in order to provide for emergency vehicle response.
D.
All driveways having a grade of 8% or greater shall be paved from the point of intersection with the street line to a point 100 feet past the farthest portion thereof having a grade of 8% or greater.
E.
At the point of intersection with the abutting road, the driveway shall provide an even surface with the traveled way or shoulder and shall not extend into the traveled way or shoulder in such a manner as to cause a sharp increase or decrease in elevation, thereby creating an uneven driving surface.
For a minimum distance of 25 feet from the improved portion or shoulder of the public road, all driveways shall be constructed of the following material:
A.
Driveways shall have a base course of four inches of dense graded aggregate and two inches bituminous concrete surface course.
B.
Material to be used shall conform to the Township road ordinance[1] and be approved by the Construction Official.

Editor's Note: See Ch. 466, Streets and Sidewalks.
All banks exceeding six feet in height shall have crown vetch or some other stabilizing material planted. Side slopes shall not exceed 2:1.
The sidelines of the proposed driveway shall be identified by stakes placed 10 feet from the edge of the road and thence at twenty-five-foot intervals along the driveway.
