A. 
Words and phrases used in this chapter concerning traffic shall have the meaning ascribed to them in Subtitle I of Title 39 of the Revised Statutes of New Jersey.
B. 
As used in this article, the following terms shall have the meaning indicated:

ESSENTIAL VEHICLE
Those vehicles that are vital and/or necessary for the safe and orderly operation of the Borough during a snow emergency, such as but not limited to police vehicles and public works vehicles.
SNOW
Any precipitation depositing any accumulation on the streets, roads or highways, including but not limited to snow, sleet, hail or freezing rain.
SNOW EMERGENCY
The accumulation of snow to such an extent that a snow emergency has been declared by the Mayor or his/her designee, required in order to effectively mitigate the hazardous conditions.

Unless another penalty is expressly provided by New Jersey statute, every person convicted of a violation of a provision of this chapter, or any supplement thereto, shall be liable to a penalty of not more than $150 or imprisonment for a term not exceed 15 days, or both.
