As used in this article, the following terms shall have the meanings indicated:
PARKS AND RECREATIONAL FACILITIES
The lands located in the Township of Eastampton in Burlington County, State of New Jersey, and all buildings located thereupon described in Schedule A,[1] annexed hereto and made a part hereof.

A. 
No person shall deface, damage, disturb or remove any soil, plant, tree or any parts of lawns or field areas, any bench, table, chair, equipment or other improvement.
B. 
No person shall annoy, disturb or frighten any other person, utter any loud, offensive or indecent language, or make any offensive remarks to or upon any person, or act in a noisy or rowdy manner or make any offensive or indecent acts or gestures, including the loud, offensive playing of radios, stereos, and the like. Stone, rock and gravel throwing is prohibited.
C. 
No person shall discard, throw or leave any food waste or other trash except in containers provided for such purpose.
D. 
No person, other than public officers, shall have in his or her possession, shoot, fire or discharge any firearm or other weapon of any type, including air guns and spear guns.
E. 
No person shall bring into or consume or possess any alcoholic beverage in any park or recreational facility.
F. 
No person shall build or set any fire in any park or recreational facility, except for cooking on commercially manufactured grills and explicit permission from the Township.
G. 
Smoking within recreational facilities and Township parks and open spaces is prohibited.
A. 
Parking is permitted only in those areas so designated by the Township and only during hours that the park or recreational facility is open.
B. 
No unauthorized vehicle may be parked on any lawn area of any park or recreational facility.
C. 
No person shall operate any motorized vehicle within any park or recreational facility, except upon parking lots or roadways laid out and improved for motor vehicle traffic.
Commercial or retail sales are prohibited within any park or recreational facility, except as may be permitted by the Township Manager.
A. 
Fishing, as regulated by the New Jersey Division of Fish, Game and Wildlife, is permitted. Bow fishing is prohibited.
B. 
No person, other than those permitted by the Township, shall hunt, take, catch, trap or disturb any bird, animal or other form of wildlife in any park or recreational facility.
C. 
No person shall bring into any park or recreational facility and abandon any bird or other animal except as may be permitted by the New Jersey Division of Fish, Game and Wildlife and the Township.
D. 
Feeding of wild waterfowl. No person shall feed or provide food for any wildlife waterfowl in any public park or on any other property owned or operated by the Township of Eastampton.
A. 
General hours. No person, other than Township personnel performing their official duties, shall enter or remain on any park or recreational facility between dusk and sunrise the next day. If an authorized activity is being supervised by an athletic association at a facility, then said facility may remain open until the game is completed.
B. 
Extension of hours by Township Manager. The Township Manager is hereby authorized to extend these hours in specific cases where Township-sponsored programs or other activities, approved by the Township Recreation Advisory Committee, require extensions.
A. 
A permit, issued in advance by the Township Manager, shall be required for the use of any athletic fields, for group functions at any recreational facility and for special events in any park or recreational facility.
B. 
The Township may refuse or modify said permit if the proposed activity is incompatible with the orderly operation of the Township, would reasonably require the Township to bear extra expense, or unreasonably monopolizes the facility for extended periods.
Any person who shall violate any of the provisions of this chapter shall, upon conviction, be subject to the penalty set forth in Chapter 1, Article II, Penalties for Violations, of the Township Code. Each violation of any of the provisions of this chapter each day the same is violated shall be deemed and taken to be a separate and distinct offense.
The Police Department and the Code Enforcement Officer of the Township of Eastampton are hereby authorized and directed to enforce the provisions of this article.
All municipal parks and recreational facilities shall be subject to the fee schedule and regulations governing their use. The Township Recreation Advisory Committee shall review the fee schedule and regulations on an annual basis. The Township Council shall annually adopt a resolution for the fee schedule.
As used in this article, the following terms shall have the meanings indicated:
ALL OTHER ATHLETIC CLUBS AND GROUPS
An athletic club, group or person who is not an Eastampton athletic club or group.
EASTAMPTON ATHLETIC CLUBS AND GROUPS
A not-for-profit entity or group organized for the purpose of facilitating participation in activities which utilize Township-owned property and in which Township residents comprise 70% of the participants.
The Recreation Advisory Committee shall approve a code of conduct and regulations governing conduct at athletic events and recreational activities. Any person permitted to utilize a Township-owned facility and/or to participate in an event as a member of a club and/or group shall be required to adhere to the code of conduct and regulations.
Prior to any athletic club or group being authorized to use any Township facility on a regularly weekly basis, it shall have submitted an application to the Recreation Advisory Committee on the form approved by the Township Manager. Upon review of a completed application form by the Recreation Advisory Committee, the Township Manager may grant approval for the requested use. Each application shall be accompanied by a certificate of insurance naming the Township as an additional insured, with coverage in amounts as determined by the Chief Financial Officer, and an agreement to indemnify and hold the Township harmless.
The Recreation Advisory Committee shall be required to approve, in advance, the scheduling for use of any municipal park or recreational facility. Preference shall be given first to Eastampton youth and adult athletic clubs and groups and then to all other athletic clubs and groups.
