The owner or owners, tenant or tenants of lands abutting or bordering upon the sidewalks of the public streets, avenues and highways of the Borough of Swedesboro are hereby required to remove all snow and ice from such sidewalks within 12 hours of daylight after the same shall be formed or fall thereon and all grass, weeds and other impediments therefrom within three days after notice to remove such grass, weeds or other impediments shall have been given.

In case such snow and ice, grass, weeds or other impediments shall not be removed from such sidewalks as provided in § 285-1 of this article, then the same shall be removed by or under the direction of the Mayor of the Borough of Swedesboro in cases where the owner or owners, tenant or tenants shall have refused or neglected to remove the same in the manner and within the time as therein provided.
In all cases where snow, ice, grass, weeds or other impediments are removed from any sidewalk under the provisions of this article by or under the direction of the Mayor of said Borough, such officer shall certify the cost thereof to the Council, which shall examine the certificate and, if found correct, shall cause the cost as shown thereon to be charged against the lands abutting or bordering such sidewalk, and the amount so charged upon such land shall be added to and become and form part of the taxes next to be assessed and levied upon such lands and shall bear interest at the same rate as taxes and shall be collected and enforced by the same officers and in the same manner as taxes.

Any person who violates any of the provisions of this article shall, upon conviction thereof, be subject to a fine not exceeding $500 or to imprisonment in the county jail for a period not exceeding 90 days, or both.
