Each person who receives ambulance transportation and emergency medical services from the Village shall be charged a user fee for such ambulance transportation and emergency medical services performed by the Village on behalf of such person equal to the amount listed in the most recent Ground Emergency Medical Transport (GEMT) program report reflecting the actual cost incurred for transport of residents and nonresidents, as appropriate, and for mileage fees, as set forth in the Annual Fee Resolution.[1]

(A) 
Nonresident. The nonresident of the Village of Lincolnwood shall be liable and responsible for full payment of the transportation and services provided. Medicare payment assignment rules will be honored and followed.
(B) 
Resident. The residents of the Village of Lincolnwood will be responsible for only the portion of the fee that is covered by federal health care programs, including, but not limited to, Medicare and Medicaid, insurers or any other third party payers. Any and all payments made by the aforesaid third parties on behalf of the residents will be accepted by the Village as paid in full, and the resident will have no obligation to make any additional payments including their deductible or noncovered copayments.
(C) 
All fees collected in conformance with this section shall be deposited in the general fund of the Village.
