All rules and regulations governing the conduct of persons and operation of the public parks either contained within or authorized by the ordinances of the Village are applicable to all public parks within the Village, including, without limitation, the following parks, but specifically excluding parks that are not operated by the Village.
(A) 
Henry A. Proesel Park located at Lincoln Avenue, Morse Avenue and Kostner Avenue.
(B) 
Charles L. O'Brien Park located at 7250 through 7274 East Prairie Road and commonly described as follows: bounded on the north by Chase Avenue, on the east by East Prairie Road, on the south by Jarlath Avenue, and on the west by eight feet of a north-south vacated alley.
(C) 
Kenneth Park located at 7247 through 7257 Kenneth Avenue and commonly described as follows: the southeast corner of Kenneth Avenue and Chase Avenue.
(D) 
Kildare Park, commonly described as follows: a ninety-foot playground, 57 feet south of the southeast corner of Chase Avenue and Kildare Avenue.
(E) 
G.G. Rowell Park, commonly described as follows: bounded by Albion Avenue, Navajo Avenue, Sauganash Avenue and Lemai Avenue.
(F) 
M. Lester Flowers Park located at 4500 Pratt Avenue and commonly described as follows: bounded on the south by Pratt Avenue, on the east by the Chicago and Northwestern Railroad, and on the north by Morse Avenue, and on the west by the rear property line of the residences situated along Kolmar Avenue.
(G) 
Richard Rossi Park located at 7015 through 7029 Keystone Avenue and commonly described as follows: a one-hundred-sixty-five-foot playground in the south 1/2 of the east side of Keystone Avenue, between Lunt Avenue and Estes Avenue.
(H) 
Goebelt Park located at 6601 through 6655 Kilbourn Avenue and commonly described as follows: bounded by Kilbourn Avenue on the west, Albion Avenue on the south, Chicago and Northwestern Railroad on the east and North Shore Avenue on the north.
(I) 
Columbia Park located at 3745 through 3747 Columbia and commonly described as follows: the southeast corner of Columbia Avenue and Hamlin Avenue.
(J) 
Drake Park located at 3553 through 3573 Pratt Avenue and commonly described as follows: Pratt Avenue between Drake Avenue and Central Park Avenue.
(K) 
Central Park located at 6435 through 6455 Central Park Avenue and commonly described as follows: the southeast corner of Arthur Avenue and Central Park Avenues, south to the east and west alley.
(L) 
Springfield Park located at Proesel Avenue and Springfield Avenue and commonly described as follows: the east end of the Village waterworks property.
(M) 
Lincolnwood Centennial Park located adjacent to McCormick Boulevard and extending from Touhy Avenue south to Devon Avenue along the north shore channel.

(A) 
No person shall be or remain in G.G. Rowell Park, Goebelt Park, Flowers Park, Kenneth Park, Kildare Park, Drake Park, Central Park, O'Brien Park, Springfield Park, Rossi Park, Columbia Park, or Lincolnwood Centennial Park between the hours of 9:00 p.m. and 6:00 a.m. on the following day, except as to activities for which permits are issued.

(B) 
No person shall be or remain in Henry A. Proesel Park between the hours of 11:00 p.m. and 6:00 a.m. on the following day, each and every day of the year.
(C) 
Vehicular parking. No vehicle may be parked in any parking lot used for Lincolnwood Centennial Park or Henry A. Proesel Park Family Aquatic Center during the hours during which such park is closed, as set forth in Sections 6-3-2(A) and 6-3-2(B) of this Code,
(D) 
Picnic hours. No picnic may be held in the parks of the Village except during the following times or upon the prior written approval of the Department of Parks and Recreation:
(1) 
Proesel Park: 9:00 a.m. to 10:00 p.m.
(2) 
All other parks: 10:00 a.m. to 6:00 p.m.
Notwithstanding Section 6-3-2 of this Code, during events sponsored or authorized by the Village Department of Parks and Recreation that were scheduled to extend beyond the limitations set forth in Section 6-3-2 of this Code, the hours of operation shall be extended through the duration of the event.

A permit shall be obtained from the Village Department of Parks and Recreation to reserve all or any portion of Proesel Park or Lincolnwood Centennial Park for an activity or picnic. The maximum number of persons allowed on park permits issued by the Department of Parks and Recreation on any given day shall not exceed 150. Groups exceeding 150 persons, other than those sponsored by the Department of Parks and Recreation, must obtain a permit to use Proesel Park from the Village Board. Permits are available for other parks in the community and will be evaluated on a per-request basis. Not more than 50 persons shall be permitted at any event in any other park for which a permit is granted pursuant to this Section 6-3-4. Picnic hours for events in other parks are 10:00 a.m. to 6:00 p.m., unless special permission is granted by the Department of Parks and Recreation.
Application for a park permit shall be made with the Department of Parks and Recreation using the official park permit form provided by the Department of Parks and Recreation. The park permit shall contain the name and address of the applicant; the name and address of the person, persons, corporation or association sponsoring the activity, if any; the date and hours for which such permit is desired; the location desired; an estimate of the anticipated attendance, including the number of persons participating in the event; and such additional information as the Village Department of Parks and Recreation may require. The total number of persons allowed on permits in Proesel Park on any day is 150, except as provided in Section 6-3-4 of this Code.
The Village Department of Parks and Recreation shall investigate the facts set out in the park permit application and shall approve and issue the permit when the Department finds that:
(A) 
The proposed activity or use of the park will not unreasonably interfere with or detract from the general public enjoyment of the park.
(B) 
The proposed activity and use will not unreasonably interfere with or detract from the promotion of public health, welfare, safety and recreation.
(C) 
The proposed activity and use is not reasonably anticipated to incite violence, crime or disorderly conduct.
(D) 
The proposed activity will not entail unusual, extraordinary or burdensome expense.
(E) 
The facilities desired have not been reserved for other use at the day and hour requested on the park permit.
(F) 
The anticipated attendance does not exceed the established maximums of persons allowed pursuant to Section 6-3-4 of this Code, in which case permission from the Village Board must have been granted.

Within seven days after receipt of a park permit application, the Department of Parks and Recreation shall either approve or inform an applicant, in writing, of the reasons for denial of the park permit. Any person aggrieved by the decision of the Department of Parks and Recreation shall have the right to appeal, in writing, to the Village Board. The Village Board shall consider the park permit application under the standards set forth in Section 6-3-6 of this Code and shall make its decision within 30 days. The decision of the Village Board shall be final.
A park permit may be revoked at any time by the Director of Parks and Recreation or his or her designee and/or a member of the Park Patrol for violation of any provisions of this Article 3, including an activity which in its performance is carried out in such a way as to no longer comply with the standards set forth in Section 6-3-6 of this Code or contrary to statements made in the park permit application, or in violation of any applicable provision of this Code.
The following rules and regulations shall apply to every person in and upon the public parks of the Village:
(A) 
Alcoholic beverages, cannabis, and drugs. Except as expressly authorized in connection with an amusement license granted pursuant to Chapter 9, Article 2, of this Code, or as expressly authorized by the local Liquor Control Commissioner in connection with a Class S-E local liquor license granted pursuant to Chapter 10 of this Code, no person shall: (1) bring into any public park nor possess or consume any alcoholic beverages or drugs upon said premises; or (2) be under the influence of alcohol, cannabis, or drugs while in or upon any public park. The term "cannabis" shall have the same meaning as defined in the Illinois Cannabis Control Act, 720 ILCS 550/3, as may be amended. The term "drugs," as set forth in this Section 6-3-9(A), shall have the same meaning as the term "controlled substance" as used in the Illinois Controlled Substances Act, 720 ILCS 570/100 et seq. This Section 6-3-9(A) shall not apply to any person who is in possession of any drug or consumes any drug pursuant to a prescription issued by any duly licensed physician, dentist or podiatrist.

(B) 
Animals. No person shall permit a dog, cat, horse or other domestic, agricultural or wild animal to enter into any portion of a public park, including the playground area, except that:
(1) 
Animals may be allowed in a public park in connection with an amusement license specifically granted pursuant to Chapter 9, Article 2, of this Code.
(2) 
Dogs may be allowed in the Lincolnwood Centennial Park: (1) as part of any program or event operated by the Department of Parks and Recreation; and (2) at all other times, but only if the dog is kept on a leash of sufficient size and strength for the dog.

(C) 
Bicycles. No person shall ride a bicycle in an area or on a surface within any public park other than a paved vehicular road or path designated for that purpose. A bicyclist shall be permitted to wheel or push a bicycle by hand over any grassy area or wooded trail or on any paved area reserved for pedestrian use.
(D) 
Camping. No person shall camp or use any structures or vehicles for camping purposes, except as part of any program or event operated by the Department of Parks and Recreation.
(E) 
Climbing trees. No person shall climb any trees, shrubs or bushes, or walk, stand or sit upon any park property not designated or customarily used for such purpose.
(F) 
Damage to property. No person shall willfully mark, deface, disfigure, tamper with, dig, injure, displace or remove any building, structure, equipment, property, natural resources or wildlife.
(G) 
Driving. No person, other than an authorized employee or representative of the Village, shall drive any electric, gas- or battery-powered vehicle, with the exception of wheelchairs or equivalent personal mobility devices for the disabled and official vehicles, on any area within any public park, except: (1) on the paved roads or parking areas of the park; (2) within other areas specifically designated as temporary parking areas by the Village; or (3) as expressly authorized in connection with an amusement license granted pursuant to Chapter 9, Article 2, of this Code.
(H) 
Erection of structures. No person shall erect any structure, tent or shelter of any kind without permission from the Village Department of Parks and Recreation.
(I) 
Gambling. No person shall gamble or participate in or abet any game of chance.
(J) 
Games. Except as expressly authorized in connection with an amusement license granted pursuant to Chapter 9, Article 2, of this Code, no person shall take part in or abet the playing of any games involving thrown or otherwise propelled objects such as balls, stones, pucks, arrows, javelins, or model airplanes, except in areas set apart for such forms of recreation. The playing of rough or comparatively dangerous games, such as football, baseball, lacrosse, and golf, is prohibited except on the fields and courts or areas provided therefor. Roller-skating, skateboarding and in-line skating is prohibited on the basketball courts, tennis courts and playground area of any public park except when part of a Village Department of Parks and Recreation program.
(K) 
Going onto ice. No person shall go onto the ice of any water except such areas as are designated as ice skating fields and provided a safety signal is displayed.
(L) 
Hunting. No person shall hunt, trap or pursue wildlife at any time.
(M) 
Parking. No person shall park a vehicle in an area or on a surface other than an established or designated parking area, or as expressly authorized in connection with an amusement license granted pursuant to Chapter 9, Article 2, of this Code. Any such approved parking within a park shall comply with the posted directions and/or the instructions of any attendant who may be present.
(N) 
Picnicking. No person shall picnic or lunch in any place other than those designated as picnic areas.
(1) 
The use of picnic tables, benches and any other publicly used facility within the public parks is provided on a first-come, first-served basis, unless reserved by a park permit issued by the Village Department of Parks and Recreation.
(2) 
No person shall leave a picnic area before the fire is completely extinguished and before all refuse and garbage is placed in waste receptacles. If no such waste receptacles are readily available, such refuse and garbage shall be carried away from the park area and properly disposed of.
(O) 
Pollution/litter.
(1) 
No person shall pollute the air or water nor shall any person litter in any public park.
(2) 
No person shall throw or deposit any handbill, flyer, or other printed material upon any vehicle parked within a public park, except upon the consent of the vehicle owner.
(P) 
Speed limit. No person shall ride or drive any motorized vehicle at a rate of speed exceeding five miles per hour, unless designated by the Village by posted signs, to the contrary.
(Q) 
Swimming.
(1) 
No person shall swim, bathe or wade in any waters or waterways in or adjacent to any public park, except in such areas as are designated for swimming, and in compliance with the rules adopted by the Village Department of Parks and Recreation.
(2) 
No person shall frequent any waters or places designated for the purpose of swimming or bathing, or congregate thereat, or be inside the fence surrounding the pool, except between such hours of the day as shall be designated by the Village Department of Parks and Recreation for such purposes in each individual area.
(R) 
Vending, peddling, soliciting and advertising. No person shall, without a park permit, display or offer for sale any article or thing nor shall he or she solicit contributions for any purpose, whether public or private.
(1) 
No person shall announce, advertise or call the public attention in any way to any article or service for sale or hire.
(2) 
No person shall post any sign, placard or advertisement in, on or adjacent to any public park.
(S) 
Interference with use of a public park. No person or persons shall act in such a manner as to interfere with another person or persons' proper use of any park or recreational facility. Persons to whom park permits have been issued and persons participating in Village recreational programs have priority in the use of the park areas and facilities during the time for which such park permits are issued or such recreational programs are scheduled. It shall be unlawful for any person or persons to interfere with any permittees or any persons participating in a Village recreational program.
(T) 
Smoking; use of e-cigarettes. As set forth in Section 17-3-21 of this Code, no person may smoke, or use an e-cigarette, within any public park.

(U) 
Fires.

(1) 
No person shall light, maintain, or make use of any fire within any park, except at such places and at such times as the Village may designate for such purpose and under such rule as may be prescribed by the Village.
(2) 
No fire in a park shall ever be left unattended. Every fire shall be under the continuous care and direction of a competent person 18 years of age or older from the time it is kindled until the time it is completely extinguished. All fires must be properly and completely extinguished prior to leaving the site of the fire.
(3) 
No person shall throw or otherwise discard lighted or smoldering material in any manner that threatens or causes damage to, or results in the burning of, Village property or park resources, or creates a safety hazard. Charcoal from a grill may be deposited if and where designated ash pits are available.

Daily, seasonal, and other passes for use of the Proesel Park Family Aquatic Center, located at 7055 North Kostner Avenue in the Village, shall be available for purchase from the Village by residents and nonresidents upon payment of the appropriate fee in the amount set forth in the Annual Fee Resolution.[1]
