For the purpose of this Article 7, the following terms shall have the meanings indicated:
MOTOR VEHICLE
Hereby defined as and shall mean and include the following vehicles propelled by mechanical power:
(A) 
Vehicles designed primarily for carrying passengers, including motorcycles and scooters.
(B) 
Recreational vehicles, trucks, trailers and semitrailers designed and primarily used for living quarters, for carrying freight or cargo or for carrying more than 10 passengers, but not operated upon rails or tracks.
It shall be unlawful for any motor vehicle owner who resides, maintains a business that operates a motor vehicle or that registers a motor vehicle within the Village to use, or to cause or permit any of his or her agents, employees, lessees, licensees or bailees to use any motor vehicle, as herein defined, upon the public streets, highways, alleys or public ways of the Village, unless such vehicle is licensed as hereinafter provided.
No motor vehicle shall be licensed as herein provided unless the same shall have been licensed by the Secretary of State as provided by state law.
Any person, firm or corporation desiring a license for the use or operation of a motor vehicle shall file an application therefor with the Village Finance Director upon a form provided therefor, setting forth the name and address of the applicant, a description of the motor vehicle, and such other information as may be prescribed.
(A) 
The annual fee to be paid for a Village vehicle license shall be in the respective amounts set forth in the Annual Fee Resolution.[1]

(B) 
Certain individuals shall be entitled to a reduction of $10 in the applicable license fee, as set forth below:
(1) 
The individuals entitled to a reduced license fee under this Section 8-7-5(B) shall be those persons who qualify for benefits under the State of Illinois Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act, 320 ILCS 25/1 et seq.;
(2) 
To receive a reduced license fee, a qualifying person must submit a copy of the completed Illinois Form IL-1363 circuit breaker application filed with the state; and
(3) 
The reduced license fee shall be limited to two motor vehicles per household.
All such vehicle licenses shall expire on June 30 of the license year to which they apply; provided, however, that while it shall be unlawful to display such license from the first day on which it is offered for sale for a new year, it shall not be unlawful to fail to display such license for a new license year until the first day of the license year.
(A) 
Any owner of a motor vehicle acquired after January 1 of any license year, and any owner of a motor vehicle who becomes a resident of the Village after January 1 of any license year shall be issued a license for such motor vehicle for the remainder of the license year upon application to the Village Finance Director and payment of 1/2 of the annual fee provided in Section 8-7-5 of this Code. Such application shall be accompanied by either: (1) a bill of sale indicating that the vehicle was acquired after January 1 of that license year, or (2) proof that the applicant became a resident of the Village after January 1 of that license year.
(B) 
If application for a license is not made within 30 days after the acquisition of the motor vehicle or residency within the Village for which a one-half-year license is sought, a late filing charge in an amount as set forth in the Annual Fee Resolution[1] shall be assessed to all owners of a motor vehicle making such an application.

Immediately upon the sale of any vehicle licensed under this Article 7, when such sale is made prior to the date of expiration of such license, the seller shall remove the license tag or sticker from the vehicle so sold, and within three days after the date of such sale shall send notification of such sale, showing the date thereof, the license number of the vehicle so sold and the name and address of the purchaser to the Village Finance Director; and thereupon such license shall cease to apply to the vehicle so sold, except where the seller shall apply to the Village Finance Director of his or her desire to transfer to the purchaser of the vehicle the license issued therefor.
Whenever the seller of any vehicle shall notify the Village Finance Director of his or her desire to transfer to the purchaser of any vehicle the license issued therefor, and when application for transfer of such license is made to the Village Finance Director by the purchaser of such vehicle, upon payment of a transfer fee in an amount as set forth in the Annual Fee Resolution,[1] it shall be permissible for the Village Clerk, upon notification by the Village Finance Director of the payment of such transfer fee and upon the surrender of the old license, to transfer such license to the assigned designated person by the seller but for use only on the particular vehicle for which such license was originally issued.

Whenever the owner of any vehicle licensed under this Article 7, before the expiration of such license, sells or otherwise disposes of such vehicle and notifies the Village Finance Director of such sale, as hereinbefore provided, and thereafter acquires another vehicle, of the same class as that for which said license was originally issued, and desires to use said license on the new vehicle, such owner or owners shall make application to the Village Finance Director for transfer of said license, giving such detailed description of the new vehicle as the Village Finance Director shall require. It shall be permissible, upon payment of a transfer fee in an amount as set forth in the Annual Fee Resolution[1] to the Village Finance Director, for the Village Clerk, upon notification by the Village Finance Director of the payment of such transfer fee and upon surrender of the old license, to authorize the transfer of such license to the vehicle designated.

Upon the issuance of a license under the terms of this Article 7, the Village Manager shall deliver to the applicant a license sticker which shall bear the word "Lincolnwood," and an identification number and the year for which such license was issued.
Upon delivery of said license, it shall be the duty of such applicant to firmly affix such license sticker on the lower left corner of the interior side of the front windshield.
It shall be unlawful for any person to remove any vehicle license sticker from any vehicle without the consent of the owner thereof.

Duplicate vehicle licenses may be issued by the Village Finance Director upon written request by the owner that his or her vehicle license sticker has been lost or stolen and upon payment of an amount as set forth in the Annual Fee Resolution[1] for the issuance of said duplicate license. It shall be the duty of the Village Finance Director, upon receiving any such request, to attach same to the original application and to notify the Chief of Police that the original license number has been made void.

The Village Finance Director shall keep an accurate record of all licenses issued, for each license year, and shall immediately file a copy of each license issued with the Chief of Police.
A late filing charge in an amount as set forth in the Annual Fee Resolution[1] shall be assessed to all owners or operators of motor vehicles within the Village for all payments received after the last date for displaying such license has passed unless the owner or operator was not required to purchase a license under the circumstances then existing. Owners or operators of newly registered vehicles, either by purchase or by change of address to within the corporate limits, shall be subject to this late filing charge 30 days after issuance of a license by the Secretary of State.

All revenues derived from such license and transfer fees are intended for the purpose of improving, paving, repairing or maintaining the streets, alleys and other public roadways within the Village. Fees may be used for the payment of salaries and wages of policemen engaged in the duty of regulating traffic.

For violation of any vehicle licensing requirements set forth in this Article 7, there shall be a fine in an amount as set forth in the Annual Fee Resolution.[1]
