A service charge in an amount set forth in the Annual Fee Resolution[1] shall be imposed on any person negotiating a check that
is returned unpaid by the drawer's bank.
Persons who, at their request, are fingerprinted by members
of the Police Department shall pay a service charge in an amount set
forth in the Annual Fee Resolution.[1]
