Garage sales shall be permitted for three consecutive days between the hours of 9:00 a.m. and sunset of each day. Not more than two such garage sales shall be conducted on the same premises within any calendar year, and there shall be a minimum of 30 days between each such sale. In the event of rain occurring during the hours of the sale on any day within a three-day sale period, such sale period shall be extended an additional day for each such day of rain; however, no such garage sale shall exceed a total of three dry days. Joint application will be counted against each participating person so that no one person may receive more than two permits per calendar year.
(A) 
It shall be unlawful for any person, other than a religious or eleemosynary organization, to conduct or allow the conducting of a garage sale defined herein on premises zoned or used for residential purposes without first obtaining a permit to conduct such sale. The applicant shall apply for and obtain such a permit from the office of the Village Clerk with a copy forwarded to the Chief of Police at least 72 hours in advance of the date of such sale. The application must contain the name of person conducting sale, the address and location of sale and the date and duration of such sale.
(B) 
A fee in the amount set forth in the Annual Fee Resolution[1] shall be charged for each permit issued, which permit shall be nontransferable. Garage sale permits must be prominently displayed on the residence or garage covered by the permit in such a manner that it is easily visible to persons passing by the premises.

(A) 
A garage sale shall be conducted from the residence premises of the person obtaining a permit therefor.
(B) 
No household goods or furnishings shall be displayed or offered for sale in any portion of a front yard, from the front building line to the public right-of-way. Articles for sale may be displayed inside the garage, inside the backyard or on a side driveway of the premises if such driveway exists.
(C) 
Exemptions to these restrictions shall be granted by the Chief of Police dependent upon hardship on a case-by-case basis.
(D) 
It shall be unlawful for any person to display for sale or to conduct a sale of any household goods, wares or other items of merchandise and personal property on any public sidewalk or public right-of-way. No public property whatsoever is to be used or obstructed as a result of such sale.
(A) 
Except as expressly authorized in this Section 9-13-4, all signs related to a garage sale shall comply with all applicable regulations set forth in Article XI of the Village Zoning Ordinance.
(B) 
No sign designating the garage sale that is located on the sale premises shall exceed three square feet in area, nor be installed at a height greater than three feet from the ground to the top of the sign.
(C) 
Any garage sale sign designating the location of the sale and located on the sale premises shall be displayed only in the area from the front building lot line to the public right-of-way.
(D) 
All other items used to draw attention to the sale, including, but not limited to, banners, streamers, flags and the like are hereby prohibited.
(E) 
Three directional signs for any one garage sale shall be allowed on the public right-of-way subject to the following restrictions:
(1) 
Each sign shall not exceed two square feet in gross surface area per sign face.
(2) 
Each sign shall denote the address of the garage sale.
(3) 
Signs shall be elevated to a height no greater than three feet from the ground to the top of the sign.
(4) 
A sign shall not be placed in any manner to obstruct any line of vision for drivers of any vehicle.
(5) 
Only one garage sale sign to the same address may be posted on one tract of real estate or intersection.
(6) 
Each sign placed on the right-of-way pursuant to this Section 9-13-4 shall be installed using only thin wire supports.
(F) 
No signs or advertisement indicating the address, location or direction of a garage sale shall be allowed upon any tree, shrub, pole or traffic sign located in any street, parkway or other public place.
(G) 
All signs advising of the sale shall be removed no later than 9:00 p.m. on the day the permit expires.
Any person violating any provision of this Article 13 shall be fined in an amount set forth in the Annual Fee Resolution.[1] Every day that such violation is permitted to continue shall constitute a distinct and separate offense.
