No person owning or having the care, custody or charge of any
dog, whether licensed or not, shall allow or permit such dog at any
time to be in any street, park or public place or upon any opened,
unfenced area or lot within the Village of Warsaw, New York, except
when it shall be upon the premises of the owner or on the premises
of another person with the knowledge and consent of such other person,
unless such dog is effectively restrained by a chain or leash not
exceeding six feet in length and under the control of a competent
person.
The owner or person having the care, custody or charge of any such dog who violates or permits the violation of this Article shall be deemed to have committed an offense against this Part 2 and shall be liable for any such violation or penalty therefor.
