No lot or lot of record may be improved unless it is in conformity with the requirements of this Zoning Ordinance, except as provided in Section
9.11 of this Zoning Ordinance, unless the lot or lot of record is located in a residential zoning district and does not meet the requirements of Article
IV as to lot area or width, in which case it may be improved for a detached single-family residence in accordance with all other requirements of this Zoning Ordinance.
