A. 
No person shall use or contribute to the use of a vehicle equipped or out of repair so as to create loud or unnecessary noise by grating, grinding, rattling, racing of motors or screeching of tires on any street, public place or on any private property.[1]

B. 
Noise of such character, intensity or duration is declared to be a nuisance and shall be punishable as provided in § 1-12 of Chapter 1, General Provisions.

No vehicles shall be parked:
A. 
Within 15 feet of a fire hydrant.
B. 
On any part of a sidewalk.
C. 
To obstruct the use of any public or private driveway.
D. 
On any street or within the street right-of-way for the purpose of selling or displaying for sale any vehicle.
E. 
On any street for the purpose of washing, greasing or general repairs.
No vehicle shall protrude into any street except when actually loading or unloading, and in no event shall said vehicle interfere with the passage of any other vehicle lawfully moving on said streets.
A. 
The driver of any vehicle shall yield to any emergency vehicle sounding a siren, horn or bell and shall not follow the emergency vehicle until it shall be at least 150 feet away.
B. 
The driver of any vehicle shall not impose or obstruct the operation of any emergency vehicle after the emergency vehicle has arrived at its destination.

No vehicles shall be parked on any portion of a street right-of-way between the sidewalk, if any, and the paved portion of the street except in an established driveway or residential parking area at a one- or two-family dwelling, provided that no portion of the vehicle shall protrude over any sidewalk or into any street in accordance with § 380-94A(4).

It shall be unlawful to park a motor vehicle upon the following locations within the Village of Liverpool, except for the sole purpose of patronizing local business establishments within the immediate area, during those periods of time declared, from time to time, by the Mayor or Acting Mayor as being special event days within the Village of Liverpool:

A. 
Notwithstanding any other provisions of Chapter 368 herein to the contrary, the parking or standing or vehicles for a time not exceeding a period of 15 minutes for the sole purpose of loading and unloading merchandise, goods and materials for commercial purposes shall be permitted as so specified in locations designated hereinafter as loading zones.

B. 
The maintenance of and the clearing of snow or ice from designated loading zones shall be the responsibility and obligation of the property owner for whom such loading zone is to benefit or who is utilizing said loading zone.
C. 
The following locations are hereby designated as loading zones:

From a point 37 feet south of the property line at the intersection of First Street and South Willow Street to 58 feet south of the property line at the intersection of First Street and South Willow Street. The width of said loading and unloading zone shall be 12 feet extending east from the building at the building 37 feet south of the property line at the intersection of First Street extending parallel in the designated zone. Maintenance of this loading zone is to be the responsibility of the property owner using said loading zone.
South Willow Street
West
From a point 110 feet south of the property line at the intersection of First Street and South Willow Street to 155 feet south of the property line at the intersection of First Street and South Willow Street. The width of said loading zone and unloading zone shall be 196 feet extending east from the building at the building point 100 feet south of the property line at the intersection of First Street extending parallel in the designated zone. Maintenance of the loading zone is to be the responsibility of the property owner utilizing said loading zone.
Tulip Street

From a point 2 feet south of the property line at the intersection of Tulip Street and First Street and continuing to a point 42 feet south of the property line at the intersection of Tulip Street and First Street. Such location shall only be used as a loading zone for the hours 8:00 a.m. through 11:00 a.m. Monday through Friday. Maintenance of this loading zone is to be the responsibility of the property owner using said loading zone.

A. 
Campers, motor homes, recreational vehicles, snowmobiles, boats and similar recreation-oriented vehicles or trailers shall not be parked on or along any highways in the Village of Liverpool.
B. 
No commercial vehicle (as that term is defined under Ch. 380, Zoning, of the Code) shall be parked on or along any highway or upon any public property in the Village of Liverpool; provided, however, that such vehicles parked temporarily in connection with a bona fide commercial service, sale or delivery to the abutting property shall be permitted.
C. 
No trailers (as that term is defined under the New York Vehicle and Traffic Law) of any description which are not attached to a legally registered and insured motor vehicle shall be parked on or along any highways or upon any public property in the Village of Liverpool and no trailers of any description shall be parked overnight on or along any highways or upon public property in the Village of Liverpool.

All municipal off-street parking lots in the Village of Liverpool will be governed by the following regulations:
A. 
Municipal parking lots shall be open for public use from 6:00 a.m. until 10:00 p.m.
B. 
It shall be unlawful for any person to permit any motor vehicle owned by or under the control of any such person to remain or stand in any parking lot unless such vehicle complies with the laws of the State of New York made and established for the registration and inspection of said vehicle.
C. 
No commercial vehicles may be parked in the municipal lot.
D. 
No vehicle shall be washed, serviced, repaired or dismantled while in any municipal lot.
E. 
No vehicle shall be parked in any municipal parking lot for the purpose of sale.
