Consistent with the Village of Liverpool Comprehensive Plan 2025 and the corresponding Downtown Redevelopment Plan,[1] the purpose of the B-4 General Business District is to complement the mixed-use business districts in use and design while serving as a gateway into Liverpool from the Town of Salina. Development patterns are less intense and may consist of single-use attached or detached structures. The B-4 District serves as a destination allowing for uses, services and products that are more easily transported and accessible by private automobiles instead of pedestrian traffic. Mixed-use development in the B-4 District could include residential uses, but would more likely include combinations of business, commercial, office and retail uses.

Uses permitted in the B-4 General Business District shall be as follows:
A. 
Mixed use.
B. 
Commercial residence.
C. 
Retail businesses.
D. 
Offices.
E. 
Restaurants, including package-food restaurants, excluding drive-through services.
F. 
Banks without drive-through service windows.
G. 
Planned Unit Development (PUD).
H. 
Buildings and structures accessory to Subsections A through G above.
Uses permitted upon issuance of a special permit, subject to Article XIV, shall be as follows:
A. 
Drive-in banks.
B. 
Commercial and municipal parking lots and parking structures (including mixed-use parking structures and accessory parking structures).
C. 
Day-care facilities.
D. 
Restaurants and package-food restaurants, including drive-through services.
E. 
Care home.
F. 
Utility structures.
G. 
Transit facility.
H. 
Buildings and structures accessory to Subsections A through G above.
Uses prohibited shall be all other uses not enumerated above.
As required by the Planning Board. Mixed-use structures are also subject to the requirements of § 380-88D.
A. 
Nonresidential lot and structure requirements for B-4 District uses shall be as follows:
(1) 
Lots:
(a) 
Area, minimum: 10,000 square feet.
(b) 
Width, minimum: 100 feet.
(c) 
Coverage, maximum: 100%, less the required parking/loading and buffer strips.
(2) 
Principal and accessory buildings:
(a) 
Height, maximum: 40 feet.
(b) 
Yard requirements: none, except transition requirements and required parking/loading and buffer strips.
