A. 
The purpose of the LI-BP Limited Industrial — Business Park District, as supported by the vision, goals and objectives of the Village of Liverpool Comprehensive Plan 2025 and the corresponding Downtown Redevelopment Plan,[1] is to complement the business districts including the mixed-use business districts in use and design while providing greater flexibility in building and site design. As such, mixed-use buildings are encouraged but not mandated. Single-use, single-occupancy buildings are permitted, but shall follow similar site layout characteristics to mixed-use layout to encourage an active, pedestrian-friendly employment center.

B. 
The LI-BP District further promotes the Village of Liverpool as a transit-friendly, live-work waterfront community. The LI-BP District supports flexibility in building and site design to promote development patterns compatible with adjacent residential and mixed-use neighborhoods. As mentioned in the Comprehensive Plan, the LI-BP District functions as the community's primary employment center and an area that offers an attractive mix of residential, commercial, business and industrial uses distinct in providing services and products from our downtown business venues.
Uses permitted in the LI-BP Limited Industrial — Business Park District shall be as follows:
A. 
Mixed use (excluding residential and hotel uses).
B. 
Limited light industrial.
C. 
High-technology research and development.
D. 
Limited retail business.
E. 
Limited wholesale business.
F. 
Offices.
G. 
Veterinary clinics/animal hospitals and accessory kennels.
H. 
Animal rescue/shelter/kennel.
I. 
Planned Unit Development (PUD).
J. 
Buildings and structures accessory to Subsection A through I above.
Uses permitted upon issuance of a special permit, subject to Article XIV, shall be as follows:
A. 
Utility structures.
B. 
Transit facilities.
C. 
Mixed use (including residential and hotel).
D. 
Commercial residence.
E. 
Commercial and municipal parking lots and parking structures (including mixed-use parking structures and accessory parking structures).
F. 
Buildings and structures accessory to Subsections A through E above.
Uses prohibited shall be:
A. 
All other uses not enumerated above and/or other uses inconsistent with the intent of the Limited Industrial — Business Park purpose statement.
B. 
Any trade or use that is noxious or offensive by reasons of air pollution, odor, dust, smoke, gas, noise, vibration, traffic, aesthetics or excessive light.
A. 
As required by the Planning Board for mixed use subject to the requirements of § 380-88D.
B. 
Nonresidential lot and structure requirements for the LI-BP District uses shall be as follows:
(1) 
Lots:
(a) 
Area, minimum: one acre.
(b) 
Width, minimum: 100 feet.
(c) 
Coverage, maximum: 100%, less the required parking/loading and buffer strips.
(2) 
Principal and accessory buildings:
(a) 
Height, maximum: 50 feet.
(b) 
Yard requirements: none, except transition requirements and required parking/loading and buffer strips.
