As used in this chapter, the following terms shall have the meanings indicated:
Any building or establishment where more than three automatic amusement devices are located whose principal use is to derive income from public use of such devices.
Any mechanism whereby, upon the deposit therein of a coin or token, any apparatus is released or set in motion or put in a position where it may be set in motion for the purpose of playing any game involving, in whole or in part, the skill of a player, including, but not exclusively, such devices as are commonly known as pinball machines, including video-type games which require licensing under the provisions of MGL c. 140, § 177A.
The number of arcades in the City of Gardner shall be limited to one for each 10,000 population or portion thereof as of the effective date of this chapter.
Arcades shall not open to the public before 10:00 a.m. Monday through Saturday or 11:00 a.m. on Sundays and shall close no later than 11:00 p.m. each day.
No minor under the age of 16 years shall be admitted into an arcade during normal school hours on days in which school is in session.
All automatic amusement devices located in an arcade shall be separately licensed under the provisions of MGL c. 140, § 177A.
Nothing herein shall be construed to limit the authority and responsibility of the Board of License Commission of the City of Gardner with respect to automatic amusement devices as set forth in MGL c. 140, § 177A, or any other general or special law.

Any violation of the above regulations shall be punishable by a fine of $200. Each violation shall be considered as a separate violation for all purposes hereunder. Any violation shall also be considered cause for the revocation of all licenses for automatic amusement devices kept or offered for operation on such premises.
