A. 
Use of the challenge courses at Camp Acigisca and Estell Manor is by permit only.
B. 
A facilitator certified by the course manufacturer must be present during the use of the challenge course.
C. 
Facilitators shall comply with all safety guidelines as established in their training.
D. 
The facilitator shall inspect each element of the course prior to use.
E. 
There can be no more than 15 participants per facilitator.
F. 
A vehicle must be on site during the use of the course in case of emergency.
G. 
Groups that are part of a municipal alliance, the Atlantic County Youth Services or the Atlantic County parks are not required to provide proof of insurance. Other groups are required to submit a certificate of insurance with a minimum of $1,000,000 liability coverage naming Atlantic County as an additional insured.
Lawn games and field sports, such as but not limited to croquet, badminton, lawn darts, horseshoes, soccer, touch football, golf, lacrosse, field hockey, softball and baseball are permitted only in designated areas and athletic fields. Games in other than designated areas require approval of the Division Director.
Horses are permitted in park areas only at such times and on such paths and in such areas as are designated by the Division. Horses must be well-broken and constantly held in control. No person shall permit a horse owned by him or her or in his or her care or custody to be unbridled or left unattended without being securely fastened.
Bicycles are permitted in parks areas on paths and roadways unless otherwise posted. Bicyclists must follow the rules of the road and operate their vehicle in a safe manner with due regard for pedestrians and other patrons of the parks area. Bicyclists must follow posted rules and regulations.
Cross-country skiing is permitted in parks areas unless otherwise posted.
All-terrain vehicles and dirt bikes are prohibited in parks areas.
Snowmobiles are prohibited in parks areas.
In-line skating and roller-skating are permitted on appropriate park area paths unless otherwise posted. Skaters must obey posted rules.
A. 
Persons wishing to use a metal detector are required to have a permit. In order to obtain a permit, the applicant must complete an application form and submit a processing fee of $5.
B. 
Metal detectors may not be used in camping areas during the camping season.
C. 
Metal detectors may not be used in areas which have been reserved for exclusive use during the reserved time.
D. 
Metal detecting is prohibited in all areas of Estell Manor Park.

Any person seeking permission to conduct a special event which includes the serving of alcohol must do so at a reservable facility of Lake Lenape Park East within the fenced portion of the park, excluding all portions of the beach area, or at the John F. Gaffney Green Tree Golf Course, second floor meeting/event room.[1] The applicant for Lake Lenape Park East shall be required to first obtain a permit from the County Parks Director, as set forth in this chapter. The applicant for the John F. Gaffney Green Tree Golf Course, second floor meeting/event room will be required to first obtain a permit from the facility's office located at 1030 Mays Landing - Somers Point Road, Egg Harbor Township. NJ. Without limitation on any other requirement of this chapter, a special event which includes the serving of alcohol shall be subject to the following:
A. 
Public special events.
(1) 
The proposed event shall be conducted in accordance with the rules and regulations of the New Jersey Alcoholic Beverage Commission (the "NJABC") concerning public special events where alcohol is served.
(2) 
In addition to the requirements of Article V of this chapter, the application for a County permit shall be:
(a) 
Made by the sponsoring entity that is duly authorized, as defined by the NJABC, and is able to perform the tasks and requirements necessary to conduct the proposed public special event which includes the serving of alcohol. The entity shall complete the appropriate NJ Division of Alcoholic Beverage Control application
(b) 
The form shall be approved in the first instance by the County Park Manager and then shall be sent to the Township of Hamilton Municipal Clerk in order for approval to be obtained from the Municipal Clerk, the Township Police Chief and the Township of Hamilton governing body.
(c) 
Accompanied by a valid NJABC permit for the proposed public special event which includes the serving of alcohol, or if a permit has not been issued at the time of application to the County, then a copy of the sponsoring entity's application to the NJABC for a permit authorizing the serving of alcohol at a public special event. A County permit shall not be deemed effective unless and until a NJABC permit has been obtained and provided to the County Parks Director.
(d) 
Accompanied by a written narrative that shall describe the details of the event, including but not limited to a list of vendors, procedures for event setup, parking, crowd control, temporary fencing, event security, ambulance/emergency response, procedures to ensure that minors and intoxicated persons are not served alcohol, trash control, post-event cleanup and restoration of any damage to County property.
(e) 
Accompanied by the name, address and contact information for the person(s) who shall be responsible for implementation of the event. Such persons shall be available to the County Parks Director and County Rangers at all times during the event.
(3) 
The application and supporting information listed above in § 97-132A(2) shall be submitted to the County Parks Director in accordance with Article V and to the Atlantic County Board of County Commissioners, with a request for a resolution endorsing the proposed public special event which includes the serving of alcohol. The County Parks Director shall not take action upon the application without receiving a resolution endorsing the proposed event adopted by the Board of County Commissioners.
(4) 
The sponsoring entity shall procure a host liquor liability policy with limits of not less than $2 million, which policy shall name the County of Atlantic and the Township of Hamilton as additional insureds. In conjunction with the insurance policy the event sponsor/host shall execute an indemnification and hold harmless agreement in a form approved by County Counsel by which it agrees to indemnify and defend both the County of Atlantic and the Township of Hamilton from any and all claims which may rise from the event. These provisions shall not affect the insurance provisions which are specified in § 97-52B.
(5) 
The sponsoring entity shall execute an indemnification and hold harmless agreement, as drafted and approved by the Atlantic County Counsel's Office. The sponsoring entity shall be solely responsible for conducting the event in accordance with all applicable laws and ordinances in a manner that shall not cause damage to persons or property. The County shall not assume responsibility for the conduct and/or supervision of the event.
(6) 
The sponsoring entity shall be responsible for preventing service of alcohol to any person who is under the legal age to consume alcoholic beverages in the State of New Jersey.
(7) 
The sponsoring entity shall be responsible for preventing service of alcohol to any person who is visibly intoxicated or under the influence of alcohol or other intoxicants or stimulants.
(8) 
A permit shall not be effective and the proposed event shall not be permitted to occur if all of the requirements set forth in this section have not been deemed satisfied by the County Parks Director.
(9) 
If food service will be provided to supplement the public special event which includes the serving of alcohol, the sponsoring entity shall be responsible for ensuring that any permit or inspection requirements administered by the Atlantic County Division of Public Health that apply to food service are satisfied.
B. 
Private special events with alcohol.
(1) 
For the purpose of this section a private special event which includes the serving of alcohol shall be defined as a private social event such as a birthday party, retirement party or wedding which is not open to the general public and a list of guests are invited in advance to attend. Information about the event may be shared with invited guests, but cannot be advertised to the general public. The host may furnish complementary alcohol for guests but is prohibited from charging for the alcoholic beverages, food or admission. Indirect methods of payments such as prepaid tickets or donations are also prohibited for this type of event. This type of event cannot be used to facilitate the operation of a business or be run with the intention of making a profit.
(2) 
The proposed private special event with alcohol shall be conducted in accordance with all applicable rules and regulations of the New Jersey Alcoholic Beverage Commission (the "NJABC").
(3) 
In addition to the requirements of Article V of this chapter, the application for a County permit shall be:
(a) 
Accompanied by a written narrative that shall describe the details of the event, including where applicable, but not limited to, a list of vendors, procedures for event setup, event security, ambulance/emergency response, procedures to ensure that minors and intoxicated persons are not served alcohol, trash control, post-event cleanup and restoration of any damage to County property.
(b) 
Accompanied by the name, address and contact information for the person(s) who shall be responsible for implementation of the event, herein described as the event host. Such persons shall be available to the County Parks Director and County Rangers at all times during the event.
(4) 
The application and supporting information listed above in § 97-132B(3) shall be submitted to the County Parks Director in accordance with Article V and to the Atlantic County Board of County Commissioners, with a request for a resolution endorsing the proposed private special event with alcohol. The County Parks Director shall not take action upon the application without receiving a resolution endorsing the proposed event adopted by the Board of County Commissioners.
(5)

(11) 
The County of Atlantic agrees that it will provide notice to the Township of Hamilton of all applications for the use of Lake Lenape Park East.

A. 
Operation of UAVs. The operation of certain designated unmanned aerial vehicles (UAVs) which consist of park flyers and drones as hereinafter described shall be permitted in the following designated areas of the Estell Manor County Park:
(1) 
Estell Manor Park North End Field; and
(2) 
Estell Manor Park Softball Field.
B. 
Description of UAVs. The types of UAVs which may be operated in the above-described areas of the Estell Manor Park shall be limited to park flyers and drones as hereinafter defined:
(1) 
Definition of park flyers: a class of small electric-powered, radio-controlled aircraft weighing two pounds or less.
(2) 
Definition of drone: an unmanned aerial vehicle or aircraft, (Class I drone designation or smaller) weighing 20 pounds or less, which is electrically operated either by remote control or an onboard computer.
C. 
Regulations covering operation of park flyers. The following regulations shall apply to the permissive operation of park flyers:
(1) 
The operator must have and display for park officials a current AMA park pilot or open membership.
(2) 
The operator must obtain a special use permit, which can be obtained from the Atlantic County Parks Division at a cost of $5 which will cover the calendar year.
(3) 
The park flyer must be operated within 400 feet of the ground.
(4) 
The park flyer must remain within the sight line of the operator.
(5) 
The park flyer cannot be flown over people, other vehicles, structures or the property of others.
(6) 
The operation of the park flyer must not disturb wildlife.
(7) 
The operation must not interfere with law enforcement or emergency operations.
(8) 
The park flyer has to be flown in one of the areas designated in Subsection A during the posted park hours. A designated area will be assigned to the operator at the time the special use permit is purchased.
(9) 
The operator must report all accidents immediately to park officials. The report must include any injury to a person or damage to any property.
(10) 
The park flyer must not be flown in a reckless manner.
(11) 
Any violation or failure to adhere to any of the provisions listed above shall result in cancellation of the special use permit and may result in the imposition of fines or other penalties.
D. 
Regulations covering the operation of drones. The following regulations shall apply to the permissive operation of drones:
(1) 
The operator must obtain a special use permit, which can be obtained from the Atlantic County Parks Division at a cost of $5 which will cover the calendar year.
(2) 
The operator must possess a valid and current FAA registration.
(3) 
The drone must be operated within 400 feet of the ground.
(4) 
The drone must remain within the sight line of the operator.
(5) 
The drone cannot be flown over people, other vehicles, structures or the property of others.
(6) 
The operation of the drone must not disturb wildlife.
(7) 
The operation must not interfere with law enforcement or emergency operations.
(8) 
The drone has to be flown in one of the areas designated in Subsection A during the posted park hours. A designated area will be assigned to the operator at the time the special use permit is purchased.
(9) 
The operator must report all accidents immediately to park officials. The report must include any injury to a person or damage to any property.
(10) 
The drone must not be flown in a reckless manner.
(11) 
Any violation or failure to adhere to any of the provisions listed above shall result in cancellation of the special use permit and may result in the imposition of fines or other penalties.

Any violations of the provisions of this Ordinance may be enforced in the Municipal Court of the City of Estell Manor.
