Membership. The Plan Commission shall consist of the Mayor who shall
be the Chairperson, the Director of Public Works, two Alderpersons,
and three citizen members of recognized experience and qualifications.
The citizen members shall be appointed by the Mayor and confirmed
by the Council for one-year terms. The Alderperson members shall be
appointed by a two-thirds vote of the Council for one-year terms.
The City Clerk shall be the Commission Secretary.[1]

Powers and duties. The Plan Commission shall have the powers and
duties prescribed in § 62.23, Wis. Stats., and such other
powers and duties as shall be vested in the Commission, from time
to time, by the Council.

Membership.
(a)Â
The Zoning Board of Appeals shall consist of five members appointed
by the Mayor, subject to confirmation by the Council, for staggered
terms of three years.
(b)Â
Two alternate members shall be appointed by the Mayor for terms of
three years and shall act only when a regular member is absent or
refuses to vote because of interest.
(c)Â
The Director of Public Works shall attend meetings, upon request,
to provide technical assistance as requested by the Board.
(2)Â
Powers and duties. The Board shall have the powers and duties prescribed
in § 62.23(7)(e), Wis. Stats.

Membership. The Board of Review shall consist of the Mayor, the City
Clerk, and four Alderpersons appointed annually by the Mayor, subject
to confirmation by the Council. The City Clerk shall act as Secretary.
The City Assessor shall attend all meetings of the Board.

Powers and duties. The Board shall have the powers and duties prescribed
in § 70.47, Wis. Stats.
(3)Â
Whenever
the Assessor, in the performance of the Assessor's duties, requests
or obtains income and expense information pursuant to § 70.47(7)(af),
Wis. Stats., or any successor statute thereto, then such income and
expense information that is provided to the Assessor shall be held
by the Assessor on a confidential basis, except, however, that the
information may be revealed to and used by persons in the discharge
of duties imposed by law; in the discharge of duties imposed by office
(including but not limited to use by the Assessor in performance of
official duties of the Assessor's office and use by the Board of Review
in performance of its official duties); or pursuant to order of a
court. Income and expense information provided to the Assessor under
§ 70.47(7)(af), unless a court determines that it is inaccurate,
is, per § 70.47(7)(af), not subject to the right of inspection
and copying under § 19.35(1), Wis. Stats.[1]

Membership. The Police Committee shall consist of three members,
none of whom shall be officers or employees of the City, appointed
by the Mayor and confirmed by the Council for staggered three-year
terms.

Powers and duties. The Police Committee shall have the power and
duty to discipline the Police Chief and City police officers who are
not probationary, in accordance with the provisions of § 62.13(5),
Wis. Stats.

Membership. The Library Board shall consist of seven members who
shall be appointed by the Mayor, subject to confirmation by the Council.
One of such members shall be the Nekoosa School District Administrator
or his representative. Members shall be residents of the City, except
that not more than two members may be residents of the towns adjacent
to the City. Citizen members shall be appointed for staggered three-year
terms.

Powers and duties. The Library Board shall have the powers and duties
prescribed in § 43.58, Wis. Stats. The Board shall consult
with the Council for the purpose of coordinating library personnel
policies with general City personnel policies.

Membership. The Administrative Review Appeals Board shall consist
of the Mayor, one Alderperson and one citizen member. The Alderperson
member shall be appointed annually by the Mayor, subject to confirmation
by the Council. The citizen member shall be appointed by the Mayor,
subject to confirmation by the Council, for a one-year term.

Sewer Utility Commission.

Water Utility Commission.

Creation. Pursuant to §§ 66.1335 and 66.1339, Wis.
Stats., there is hereby created a Community Development Authority
to be known as the "Community Development Authority of the City of
Nekoosa, Wisconsin," authorized to transact business and exercise
any and all powers granted to a CDA under the Community Development
Authority Law, as amended from time to time, for the purpose of carrying
out blight elimination, slum clearance, urban renewal programs and
projects, and housing projects.

Composition and procedures.
(a)Â
Commissioners. The Community Development Authority shall consist
of seven resident persons having sufficient ability and experience
in the fields of urban renewal, community development, and housing.
These persons shall be known as "Commissioners of the Community Development
Authority."
(b)Â
Appointment. The Commissioners shall be appointed by the Mayor with
the confirmation of the Common Council. Two of the Commissioners shall
be members of the Common Council and shall serve during their term
of office as Council members. The first appointment of the five non-Council
members shall be one-year terms for two members, and one each for
terms of two, three and four years. Thereafter, the terms of non-Council
members shall be four years or until their successors are appointed
and qualified. Vacancies shall be filled for the unexpired terms as
provided for in this subsection.
(c)Â
Chairperson. The Community Development Authority shall annually elect
a Chairperson and a Vice Chairperson from among the Commissioners.
The City Plan Commission shall assist in performing the duties required
by the Community Development Authority.
(d)Â
Compensation. The Commissioners shall receive compensation for their
services and shall be entitled to reimbursement for their actual necessary
expenses, including local travel expense included in the discharge
of their duties.
(e)Â
Meetings, quorum and bylaws. All meetings of the Community Development
Authority shall be held in compliance with the provisions of the Open
Meeting Law of the state.[1] Four Commissioners shall constitute a quorum for the purpose
of conducting its business and exercising its powers and for all other
purposes. Action may be taken by the Community Development Authority
upon the affirmative vote of a majority of the Commissioners present
at any meeting. The Community Development Authority may adopt and
from time to time amend or repeal such bylaws or other rules or regulations
not inconsistent with the applicable laws of the state or this section
as it deems necessary in the performance and function of its duties.
