The purpose and intent of this article is to provide for rules governing the use of the Philipstown Town Park and for penalties for violation thereof.
As used in this article, the following terms shall have the meanings indicated:
ALCOHOLIC BEVERAGE
Includes all such beverages as defined in § 3 of the Alcoholic Beverage Control Law of the State of New York.
GARBAGE
Includes waste food, papers, dead animals or parts thereof and all waste or discarded wood, lumber or vegetable matter of any kind or any other matter that shall be inflammable or capable of fermentation or decay.
PHILIPSTOWN PARK
The park more particularly described as Lot 1B on the map prepared for "Malcolm Gordon School, Ltd." by Badey &Watson Surveying & Engineering, P.C., dated July 2, 1996, last revised August 14, 1996, and filed in the Putnam County Clerk's office as Map No. 2581A.
RUBBISH
Includes waste metal, tin cans, ashes, cinders, glass, pottery and all discarded substances of a solid and incombustible nature.
The following rules shall govern the use of the Philipstown Park:
A. 
No groups of six or more individuals shall use the Philipstown Park or playing fields without first acquiring a permit from the Recreation Department.
B. 
No person shall use the Philipstown Park after dusk without specific permission from the Recreation Department.
C. 
No person shall use the Philipstown Park if it has been closed due to inclement weather, which closure may occur at any time in the Town's sole discretion.
D. 
No person shall drive, operate or park any vehicle on any playing field.
E. 
No person shall consume or ingest any alcoholic beverage in the Philipstown Park or in violation of the Philipstown Alcoholic Beverage Control Law.[1]

F. 
No person shall possess, use or consume any illegal or prohibited substance in the Philipstown Park.
G. 
No person shall sell any food, beverages, goods or items without specific permission from the Recreation Department.
H. 
No person shall amplify any sound on any playing field.
I. 
No person shall bring or possess any dog in the Philipstown Park.
J. 
No person shall smoke in the Philipstown Park.
K. 
No person shall ignite, create or possess a fire of any kind the Philipstown Park.
L. 
No person shall play or practice golf in the Philipstown Park.
M. 
No person shall throw, deposit, leave, or cause to be thrown or deposited, any garbage or rubbish in or on the Philipstown Park.
Any person who is convicted of violating this article or any provision thereof shall be guilty of a violation which shall be punishable by a fine of not more than $250 or by imprisonment for not more than 15 days, or by both such fine and imprisonment.
