A.
No house sewer or branch sewer shall be connected to the Borough
of Waterford Sanitary sewer system without a permit issued by the
Borough.
B.
Application for permits to construct house sewers and branch sewers
to connect with the sanitary sewer system of the Borough of Waterford
shall be made by the owner of the property to be served, or his properly
authorized agent, to the designated officer or agency of the Borough
of Waterford for this purpose. Applications shall be upon forms provided
by the Borough and shall contain such information as is required to
show compliance with the terms of this article.
The connection fees established by Article III, Sewer Rents and Charges, of this chapter shall be paid at the time of the application. All said connection fees collected shall be deposited in the Sewer System Fund of the Borough of Waterford.
At least 24 hours' notice must be given to the Municipal Authority
before any actual work of construction is done, and 24 hours' notice
must be given when the work is ready for final inspection.
The application for permit shall contain a bond to be executed
by the owner of the property or his properly authorized agent, in
an amount set forth by the Municipal Authority, conditioned that said
owner will observe all ordinances, resolutions, rules and regulations
of the Borough governing the making of sewer branch connections and
to indemnify the Borough on account of any damages on account of said
construction.
A.
All work shall be subject to inspection and approval by the Borough
or the Municipal Authority of the Borough of Waterford and its duly
authorized agents, and all branch sewer or connection newly installed
must be laid so that it is readily available for inspection and repairing
at all times. No part of the house sewer pipe newly installed and
no part of any branch sewer shall be covered after construction unless
and until it has been inspected and approved by the authorized agent
of the Borough.
B.
No old private drains or sewers constructed prior to January 1, 1964,
may be connected with the Borough sewer system until the owner thereof
shall prove to the satisfaction of the authorized agent of the Borough
that it is clear, in good repair and operation, and that all new work
in making such connection conform in all respects to all applicable
ordinances, resolutions, rules and regulations.
It shall be the responsibility of every owner, agent, lessee,
tenant or occupant of any premises connected with the Borough sewer
system to maintain all fixtures, drains, branch sewers and appurtenances
in good repair and sanitary condition, and to remove all stoppages,
repair leaks, and replace broken or faulty parts thereof which shall
be the cause of any unsanitary condition.

B.
Minimum diameter. All branch sewers shall be of not less than four
inches' interior diameter except that the Borough or its authorized
agent may require a larger diameter in any circumstances where a larger
diameter is required for the proper functioning of said sewer.
C.
Grade. All sewer pipe shall be laid on an even grade of not less
than 1/4 inch per foot.
D.
Curved pipe. Curved pipe shall be used for every deflection from
a straight line of more than five inches in two feet.
E.
Unconnected sewers. The ends of all pipes not immediately connected
for use shall be securely closed with watertight, imperishable materials.
In all new work and in repairing or replacing old work, a house
connection from a point five feet outside the building wall inward
shall be of a minimum of four inches' inside diameter cast iron pipe
of good materials with a fall of at least 1/4 inch per foot. All connections
of house sewers with branch sewers shall be made with concrete grout
joints, hot poured asphalt compound, die cast, slip seal, plastic
or rubber precast joints, with suitable jute calking or gaskets as
supplied by the manufacturer, and applied in accordance with manufacturer's
specifications.

A main horizontal trap shall be provided immediately inside the building
wall, and shall be provided with a hand hole for convenience in cleaning
which shall be provided with a cover properly fitted and made gas-
and airtight, with heavy brass screw cap ferrule caulked in.
B.
Where, in the opinion of the authorized agent of the Borough, because
of inadequate venting of the building plumbing system, a fresh air
inlet should be required in the interest of health and safety, such
inlet shall be installed on the inside of the horizontal trap and
extended to the outer air.
Within five feet of the outside wall of the building being served,
all branch sewers shall be installed with a wye and bend with a four-inch
diameter vertical riser extending a minimum of 18 inches above ground
and vented in the open air, for cleanout and venting purposes.
The inside of every branch sewer after it is laid shall be left
smooth and clean throughout its entire length.
No person shall discharge into the Borough sewer system any
groundwater, surface water, roof water, yard water, area way water,
stormwater, or water of any kind except the sanitary wastewaters from
bath, toilet, kitchen sinks, laundry drainage or other waters or liquids
permitted by ordinances and resolutions of the Borough. No cellar
drain shall be connected to the Borough sewer system unless the agent
of the Borough is satisfied that such cellar drain receives nothing
more than laundry water and such water as is necessary to keep the
cellar clean.
The Borough or its authorized agent shall have the right at
any time to make an inspection to satisfy itself that any branch sewer
connected with the Borough sewer system is properly installed, and
is being used and operated in conformity with the ordinances, rules,
and regulations applicable to same.

All trenching shall be done with due regard to the safety of the
public. Trenches and excavated materials shall be so placed as to
cause the least inconvenience to the public. Proper barriers and lights
shall be maintained on the banks of any trenches in the streets, sidewalks
or public ways to guard the public against accidents during the progress
of the work.

In backfilling, earth shall be carefully rammed or flooded and no
stone shall be used in filling until there has been a depth of two
feet of gravel placed over the pipe.
No branch sewer to serve more than one house or building shall
be constructed to connect with the Borough sewer system.
A.
From and after the passage of this article, any and all persons engaged
in the business of constructing house sewer connections or branch
sewer connections in the Borough of Waterford which are or are intended
to be connected to the Borough sewer system shall first obtain a license
from the Borough of Waterford. Said license shall be valid for the
calendar year in which issued and shall expire at the end of said
year, unless renewed.
B.
The applicant for said license, or any renewal thereof, shall present
to the Borough of Waterford a corporate surety bond with surety authorized
to do business as such in the Commonwealth of Pennsylvania, in the
sum of $1,000, conditioned upon the correct construction of all branch
sewer or house sewers under his charge in strict accordance with all
provisions of laws, ordinances, resolutions, rules and regulations
governing the same.
C.
No fee shall be charged for said license.
D.
Bonds of persons granted such licenses shall be kept on file with
the Borough Secretary. The Borough Secretary shall keep available
a record of such persons as have secured such license.
E.
Nothing herein shall be construed as to prevent owners of property
from personally building said sewers on their own property provided
that they first obtain a permit as required by this article.
F.
The failure or refusal of any licensee to carry out the provisions
of the license and bond herein required shall be sufficient reason
to revoke a license authorized by this article and to refuse the renewal
of a license previously issued and to reject the offer of a surety
for a proposed licensee where said surety is already considered in
default on a previously accepted bond.
The Municipal Authority of the Borough of Waterford is hereby
designated as the agent of the Borough for the performance of all
administrative duties and enforcement of provisions of this article.
In the event of disputes concerning interpretation of this article,
appeals may be made to the Borough Council and its decision shall
be final.
Any person, persons firms or corporations who shall violate
or fail to comply with the provisions of this article shall be liable
upon conviction to paying a fine of not more than $600, together with
costs of prosecution, and on default of payment thereof to be sentenced
and committed to the County Jail for a period not exceeding 30 days.
All prosecutions for violation of this article shall be by summary
proceeding brought in the name and for the use of the Borough of Waterford
before any Magisterial District Judge within the Borough. All fines
and penalties shall be paid to the Treasurer of the Borough and applied
to the general fund.
This article is hereby adopted for the protection of the health
and general welfare of the inhabitants of the Borough of Waterford.
