A. 
It shall be unlawful for any person, association, firm, partnership, corporation or any other entity to permit a vehicle, recreational vehicle, boat, trailer or vehicle that in or on which a person or thing is or may be carried from one place to another to stand unattended upon any street in the Borough of Waterford dedicated to public use once a snow emergency has been declared by the Mayor of the Borough.
B. 
Any vehicle described above remaining on said streets after a snow emergency has been declared shall be towed at the owner's expense and, in addition, shall be subject to the penalties of § 260-3 of this chapter.

It shall be the duty of authorized officials of the Borough of Waterford acting in accordance with the instructions issued by the Mayor to report any violation of this article observed by him. Such official, upon observing any vehicle parked in violation of the provisions of this article, shall attach to such vehicle a printed or written notice to the owner or operator thereof that such vehicle has been parked in violation of the provisions of this ordinance and instructing the owner or operator to report to the Magisterial District Judge or the Mayor of the Borough of Waterford within 48 hours from the time when such notice was attached to such vehicle.[2]

Parking time shall be limited to two hours between 8:00 a.m. and 6:00 p.m. on the following streets:

A. 
Definitions. The following words and phrases when used in this title shall have, unless the context clearly indicates otherwise, the meanings given to them in this section:
PARK or PARKING
When prohibited, means the halting of a vehicle, whether occupied or not, except momentarily for the purpose of and while actually engaged in loading or unloading property or passengers.
STAND or STANDING
When prohibited, means the halting of a vehicle, whether occupied or not, except momentarily for the purpose of and while actually engaged in receiving or discharging passengers.
STOP or STOPPING
When prohibited, means any halting, even momentarily, of a vehicle, whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or traffic-control sign or signal.
B. 
Except when necessary to avoid conflict with other traffic or to protect the safety of any person or vehicle or in compliance with law or the directions of a police officer or official traffic-control device, no person shall stop, stand or park a vehicle:
(1) 
On a sidewalk;
(2) 
Within an intersection;
(3) 
On a crosswalk;
(4) 
Alongside or opposite any street excavation or obstruction when stopping, standing or parking would obstruct traffic in the Borough of Waterford, County of Erie, Commonwealth of Pennsylvania.
C. 
It shall be unlawful to block roads, streets, alleys, sidewalks, fire hydrants, driveways, church lots, fire hall lots, school lots or rights-of-way in the Borough of Waterford, County of Erie, Commonwealth of Pennsylvania, at any time or stand or park a vehicle:
(1) 
In front of a public or private driveway.
(2) 
Within 15 feet of a fire hydrant.
(3) 
Within 20 feet of a crosswalk at an intersection.
(4) 
Within 30 feet upon the approach to any flashing signal, stop sign, yield sign or traffic-control signal located at the site of a roadway.
(5) 
Within 20 feet of the driveway entrance to any fire station or, when properly sign posted, on the side of a street opposite the entrance to any fire station within 75 feet of the entrance.
(6) 
At any place where official signs prohibit parking.
(7) 
In an area established as a no-parking zone as described below. Any person found parking a vehicle in a no-parking zone shall be issued a parking ticket subject to Subsections H and I below. No-parking zones are hereby established in the following locations:

(a) 
On the west side of High Street Extension starting at Circuit Street and going southward to the intersection with Route 19.
D. 
It shall be unlawful to leave an unmanned hazardous or explosive vehicle parked on roads, streets, alleys, sidewalks, lots and rights-of-way in the Borough of Waterford, County of Erie, Commonwealth of Pennsylvania, at any time.
E. 
It shall be unlawful to park a vehicle on the roads, streets, alleys, and rights-of-way in the Borough of Waterford, County of Erie, Commonwealth of Pennsylvania, during the hours of 2:00 a.m. through 7:00 a.m.
F. 
Subsection E of this section shall not apply to the following roadways in the Borough of Waterford. Parking will be legal on these identified roadways between the hours of 2:00 a.m. and 7:00 a.m.
(1) 
South Park Row East on the north and south sides to Cherry Street.
(2) 
South Park Row West on the north and south sides to Walnut Street.
(3) 
West Second Street on the north and south sides for 1/2 block west from High Street.
(4) 
East Second Street on the north side for 1/2 block east from High Street.
G. 
Alternate parking on streets in the Borough of Waterford, County of Erie, Commonwealth of Pennsylvania, is established.
(1) 
Streets will be posted with days and hours of alternate parking.
(2) 
No-parking signs will be posted on streets where parking is prohibited.
(3) 
All street parking signs shall be obeyed as posted.
H. 
Any person or persons who shall violate the terms of this section shall be guilty of a summary violation and shall be charged under the provisions of the Pennsylvania Vehicle Code or the Code of the Borough of Waterford according to the Pennsylvania Rules of Criminal Procedure in summary cases charging parking violations (Rule 401), when the amount specified on the parking ticket has not been paid within the time specified indicated on the parking ticket.
I. 
In the event of a violation of this section, the Borough of Waterford shall be authorized to call a Pennsylvania-licensed and-bonded wrecker service. The cost shall be the responsibility of the violator of said section.
