There is hereby created a Recreation Committee known as "The
Recreation Committee of West Norriton Township."

The Committee shall consist of seven members, all of whom shall
be appointed by the Board of Commissioners of West Norriton Township.
The members of the Committee shall serve for terms of three years
or until their successors are appointed. The initial terms shall be
initially staggered so that three members shall be appointed for one
year, two members shall be appointed for two years, and two members
shall be appointed for three years. Members of such Committee shall
serve without pay. Vacancies in such Committee, occurring otherwise
than by expiration of term, shall be filled for the unexpired term,
in the same manner as original appointments.

The members of the Recreation Committee shall organize by electing
a Chairman and Secretary to serve for a period of one year. It may,
from time to time, elect other necessary officers and employees. The
Board shall have power to adopt rules and regulations for the conduct
of all business within its jurisdiction.

All expenses incurred in the operation of such recreation places
as may be established by the Committee shall be payable from the treasury
of West Norriton Township. The Township Commissioners may cause to
be raised by special taxation, such tax not to exceed two mills on
the dollar of the assessed valuation of taxable property in West Norriton
Township, for the purposes of maintaining and operating recreation
places.

The Recreation Committee shall maintain, operate and supervise
the recreation places and facilities owned or controlled by West Norriton
Township.

The Recreation Committee may accept any grant, gift, bequest,
or donation of services, equipment, real estate, or money from any
individual or group, to be used as specified by the donor, or by the
terms of acceptance, by and with the consent of the Township Commissioners.
The Recreation Committee shall have no authority to enter into any
contract or incur any obligation binding upon West Norriton Township,
other than current obligations or contracts to be fully executed within
the then current fiscal year, and all within the budget appropriations
made by the Commissioners of West Norriton Township.

Funds appropriated by the Commissioners of West Norriton Township
and budgeted to the Recreation Board shall be disbursed by the Township
Treasurer upon vouchers issued by the Recreation Committee and within
the budget appropriations made. Funds received by the Recreation Committee
from sources other than budget appropriations shall be deposited by
the Township Treasurer, to the credit and for the use of the said
Committee, and disbursed as the above budget funds are disbursed,
except that funds received by gift, bequest, or otherwise shall be
disbursed in accordance with the terms of such gift, bequest or otherwise
shall be disbursed in accordance with the terms of such gift or bequest,
or the terms of the acceptance thereof.

The Recreation Committee shall make full and complete reports
to the Township Commissioners at such time as the Township Commissioners
may designate or request. The fiscal year of the Recreation Committee
shall conform to that of the Township Commissioners.
