No person, firm, association, co-partnership or corporation shall construct, open or dedicate any road, street, lane or alley, or any drainage facilities in connection therewith for public use or travel in West Norriton Township without first submitting plans thereof to the Township Commissioners for their approval.

Such plans shall be prepared in duplicate by a registered professional engineer, or by such other duly qualified person as may first be approved by the Township Commissioners, and shall conform with the following requirements:
1. 
Such plans shall be detailed engineering plans, drawn to a minimum scale of 50 feet to one inch. Profiles with proposed improvements showing grades, cuts and fills shall be drawn to a scale of 40 feet horizontal and four feet vertical.
2. 
Such plans shall show the width of the right-of-way, cartway and sidewalks and the position of curblines of the proposed roads, streets, lanes or alleys; and if it is the intention to connect the same with similar existing facilities, said plans shall also show the width of the right-of-way, cartway and sidewalks and the position of curblines of such existing roads, streets, lanes or alleys.
3. 
The profiles of such roads, streets, lanes or alleys and the course, structure and capacity of any drainage facilities and the method of drainage of the adjacent or contiguous territory shall also be shown.
4. 
In addition, the plans shall show the location of all existing utility facilities, together with all service connections, and the location of all proposed utility facilities and service connections. The plans shall also show the location of fireplugs, method of streetlighting, location of poles or lighting standards and location of street signs.
5. 
Where a real estate development project is in contemplation, the plans shall show the complete block dimensions with bearings and include all curve data and stations corresponding to those used on the profiles. Lot numbers and lot dimensions with bearing in lot subdivisions, unless set forth in parallel dimensions, shall also be shown.

The minimum area requirements for any proposed road, street, or lane shall be as follows: The right-of-way shall be not less than 50 feet in width with a paved cartway of 30 feet in width; and where sidewalks are required, the same shall be paved sidewalks no less than four feet in width, located in the sidewalk areas.

No alley shall be less than 20 feet in width, and all alleys shall have a minimum cartway width of 14 feet. For the purpose of this Part 5, the term "alley" shall be taken to mean a roadway serving the rear entrances of more than two properties on which no dwellings or stores shall front.

Where drainage facilities are constructed, the same shall be of a type, character and construction to be first approved by the Township Commissioners.

Where streets, lanes, alleys, sidewalks and curbs are constructed, the following minimum requirements shall prevail:
1. 
Cartway Areas.
A. 
Except as hereinafter provided, all paved cartway areas shall have a total thickness of not less than 10 1/2 inches, the base of which shall consist of crushed limestone or trap rock, eight inches in compacted thickness, and the surface of which shall consist of 2 1/2 inches compacted thickness of bituminous concrete which shall meet the requirements of the Commonwealth of Pennsylvania, Department of Highways, for ID-2 bituminous surface. The bituminous concrete shall be placed in two layers; the binder course shall be 1 1/2 inches thick after compaction and shall weigh 180 pounds per square yard, and the wearing course shall be one-inch thick after compaction and shall weigh 117 pounds per square yard. Delivery slips may be required by the authorized Township representative setting forth the total quantities of bituminous concrete applied to a specific cartway area.
B. 
Where ground conditions permit, and with the express consent of the Township Commissioners first had and received, the material known as "Poz-O-Park," or its equivalent, may be used as a base in the construction of paved cartway areas. Said base shall have a compacted thickness of not less than seven inches and the surface shall consist of bituminous concrete which may be laid in one course with a compacted thickness of not less than 1 1/4 inches.
2. 
Sidewalks. All paved sidewalks shall be constructed of concrete not less than four inches in thickness and not less than four feet in width, scored in blocks and provided with expansion joints. At driveways the sidewalks and driveway aprons shall not be less than six inches in thickness. All to be constructed on a four-inch bed of approved aggregate.
3. 
Curbs. All curbs shall be constructed of concrete not less than six inches in thickness at the top and not less than eight inches in thickness at the base and shall be 22 inches in depth, battered at the face. Expansion sheaths shall be provided between every third section. No section shall exceed 10 feet in length.
4. 
Concrete Mix. Mix of the concrete for both curbs and sidewalks shall meet the following requirements: the strength of the concrete, after installation, shall not be less than 3,000 pounds per square inch compressive test certified plant mix after 28 days. No concrete shall be poured when the temperature is below 32° F., nor shall any concrete be poured into any form containing water, mud or other foreign materials. Certificates of plant mix, supplied by the manufacturer for each load of concrete delivered, shall be filed in the Township office or given to the duly authorized representative of the Township at the site of operation.
5. 
Backfilling of Trenches. All new street construction, storm sewer and utility trenches shall be backfilled with coarse stone aggregate. Storm sewers shall be laid on a six-inch bed of coarse stone aggregate. The aggregate in all trenches shall be laid in layers of not more than eight-inch thickness and adequately compacted. The aggregate shall conform to PennDOT Specifications — Publication 408 AASHTO No. 57, aggregate as defined in § 703.2(c), Table C.

No construction of any road, street, lane or alley, or any drainage facilities in connection therewith, intended for public use or travel in West Norriton Township, shall be undertaken without a permit having first been procured therefor from the Township Commissioners.

A fee as established from time to time by resolution shall accompany each application for a permit hereunder, and the owner of the property shall reimburse the Township for the necessary inspection, at the rate as established from time to time by resolution for each day a Township Inspector is on the work, and shall pay the actual cost of any material tests made.

Where utility facilities, piping for fireplugs and all installations for streetlighting are to be installed in such manner as to physically occupy any area set aside for roads, streets, lanes or alleys or drainage facilities, the same shall be first installed before the construction of said roads, streets, lanes or alleys or drainage facilities is commenced.

Where a real estate development project is in contemplation, all street signs and the necessary equipment connected therewith shall be procured and erected at the owner's expense and shall conform with Township specifications.

Any plans submitted to the Township Commissioners shall be properly acknowledged for the purposes of recording the same and shall bear the following approval:
