As used in this chapter, the following terms shall have the meanings indicated:
ABANDONED VEHICLE
Any vehicle that has been left unattended for 48 hours or more.
VEHICLE
Includes any automobile, truck, motorcycle, boat, trailer, machinery or equipment.
No vehicle may be left unattended for 48 hours or more on any county-owned public right of way or county-owned property.
The county government agency ("agency") responsible for the administration of the property on which the abandoned vehicle is located shall provide for the removal of the abandoned vehicle. Abandoned vehicles shall be removed and stored in Calvert County by private vehicle towing companies at the owner's expense.
In addition to removing abandoned vehicles, the agency shall provide for the immediate removal of any vehicle located on a county-owned public right-of-way or county-owned property under the following circumstances:
A. 
The vehicle is impeding or is likely to impede vehicular or pedestrian traffic.
B. 
The vehicle's location violates any federal, state or local government law, rule or regulation.
C. 
The vehicle is located in any zone that has been limited to designated classes of vehicles or where parking is prohibited during certain hours, on designated days or at all times, or where such vehicle is interfering with the proper and intended use of such zones.
D. 
When the vehicle poses an immediate danger to public safety.
E. 
When the vehicle is obstructing law enforcement, fire or emergency operations, snow or debris removal.
A. 
The agency directing the removal shall utilize reasonable efforts as soon as practical after removal of the vehicle to identify the vehicle's owner and provide written notice of the removal. Notice of removal shall be sent as soon as reasonably practical after identification of the owner.
B. 
The notice of removal shall state the date the vehicle was removed and where it is located. Notice shall also state that the owner is responsible for all costs associated with the removal of the vehicle.
