This article is adopted under the authority granted by N.J.S.A.
40:48-2.46, with respect to traffic and parking, regulation of parking
yards, parking places and areas open to the public or to which the
public is invited, and by the authority granted by N.J.S.A. 39:4-197,
with respect to regulating the parking of vehicles upon land owned
or leased and maintained by the Board of Education, including the
entrances and exits therefrom.
The Willingboro Board of Education has filed a written consent
with the Township of Willingboro that the provisions of N.J.S.A. 39:1-1
et seq. be made applicable to the semipublic roads, streets, driveways
and parking lots at the school facilities designated in this article.
The Township does not assume any responsibility for the maintenance
of roads, parking areas, streetlights, or any other facilities within
the areas hereby regulated.
All signs, posts and other necessary materials shall be installed
by the Board of Education in conformity with applicable state and
federal specifications. The Police Department shall inspect the installations
to ensure that they meet state and federal specifications, and all
signing shall conform to the current Manual on Uniform Traffic Control
Devices and all supplementary standards provided by law.
A.
All vehicles must park only in designated areas and between the lines
provided.
B.
At all school buildings, there shall be no parking of unauthorized
vehicles in any area designated for the exclusive use of school buses
and vans.
C.
Any vehicle parked or standing as to obstruct or impede a normal
flow of traffic; to block entrances or exitways, loading zones, oil
fills, any grass area, pedestrian walkway; or to present in any way
a safety or traffic hazard may be removed by towing the vehicle at
the owner's or operator's expense.
D.
Handicapped parking. The spaces designated on the plans on file with the Willingboro Township Clerk and approved by the New Jersey Department of Transportation are hereby designated as restricted parking spaces in accordance with § 356-37 of this chapter.
E.
Bus stops. All areas designated on the plans on file with the Willingboro
Township Clerk and approved by the New Jersey Department of Transportation
as bus stops are designated for the pickup and discharge of students.
F.
Student loading zones. All areas designated on the plans on file
with the Willingboro Township Clerk as student loading zones are designated
as loading zones. No person shall park a vehicle in the location indicated
other than for the discharge and pickup of students.
G.
Stop intersections. The streets, lanes, locations or parts thereof
as indicated on the plans on file with the Willingboro Township Clerk
and approved by the New Jersey Department of Transportation are hereby
designated as stop intersections. Stop signs shall be installed as
indicated.
H.
Speed limits. The speed limits for both directions of traffic in
the parking lots shall be 15 miles per hour. Regulatory and warning
signs shall be erected and maintained to effect the designated speed
limits.
I.
Trucks over four tons excluded. Trucks over four tons' registered
gross weight are hereby excluded from the school complex streets or
parts of streets, except for the pickup and delivery of materials
on the streets within the school complex.
The following regulations shall apply to the semipublic roads,
streets, driveways and parking lots at the Abraham Levitt School building:

upon any of the streets or parts of streets as indicated on the site
plan on file with the Township Clerk.
The following regulations shall apply to the semipublic roads,
streets, driveways and parking lots at Willingboro Memorial Junior
High School:
A.
Reserved parking. The following parking lot is for reserved parking,
and no vehicle shall be parked without the proper identification:
parking lot in front of the school building for visitor parking.
B.
Restricted parking. No person shall stop or stand a vehicle any time
upon any of the streets or parts of streets as indicated on the site
plan on file with the Township Clerk.
