The following uses are permitted in the R-1 District:
A. One-family dwellings, provided that no more than a single such dwelling
exists on a single lot.
B. Public schools, parochial schools and all nonprofit private schools, including colleges and/or universities, but excluding trade or business schools, subject to the requirements of §
370-18.
C. Municipal buildings, municipal utilities buildings and services,
emergency squad facilities, volunteer firehouses and parks and playgrounds
as deemed necessary by the Township Council of Willingboro.
E. Office of a professional person, provided there shall be no more than one professional office in a building, that the balance of the building is not leased or rented by the owner to be utilized as a residence, and that there is no display of advertising other than a professional nameplate. If more than one office is desired (for more than one professional person), application for a conditional use permit must be made pursuant to §
370-84. In no event shall offices be permitted for more than two professional persons. Such professions shall be limited to physicians, dentists, chiropractors, chiropodists, optometrists, attorneys, ministers, accountants, psychologists, architects, engineers, musical instructors, marriage counselors and speech pathologists.
F. Temporary buildings for uses incidental to construction work, provided
such buildings are well maintained and removed upon completion or
abandonment of the construction work.
G. The growing of field or orchard crops.
I. Model home exhibits and accessory sales offices in conformance with
all zone requirements.
J. Riding academies or riding schools and exercise yards and/or bridle
paths incident thereto, provided that the following standards are
met:
(1) A set of architectural plans, specifications and plot plans and a
statement setting forth full particulars on the operation of the use
or structure is filed by the applicant with the Planning Board.
(2) The minimum lot area for the academy and its exercise yards shall
not be less than 10 acres.
(3) All structures shall be located not less than 200 feet from any residential
property line.
(4) Maximum building coverage shall not exceed 20%.
(5) Parking shall be provided in the ratio of one space per each employee,
plus 1/2 space per each person the academy is capable of accommodating
(based on the maximum number of horses).
(6) Bridle paths shall not be located parallel to paved roads nor closer
than 100 feet to any residential property line.
(7) Bridle paths shall be so laid out as to minimize the number of times
they cross paved roads.
(8) Landscaping and/or fencing shall be installed as required by the
Planning Board.
(9) It is ascertained by the Planning Board that the proposed use in
the proposed location will not adversely affect the safe and comfortable
enjoyment of property rights or otherwise adversely affect the value
of adjacent properties.
K. Banquet facilities operated in conjunction with a full-regulation
eighteen-hole golf course.
The following accessory uses are permitted in the R-1 District:
A. Private attached garages not in excess of 500 square feet of building
area.
B. Noncommercial workshops as part of the principal building or private
garage.
C. Signs, subject to the provisions of Chapter
297, Signs, of the Code of the Township of Willingboro.
D. Fences, subject to the provisions of Chapter
155, Fences, of the Code of the Township of Willingboro.
E. Other normal residential secondary uses, such as outdoor barbecues, fireplaces, private swimming pools, and wading and portable pools as defined and regulated by Chapter
333, Swimming Pools.
F. Off-street parking facilities, subject to the provisions of §§
370-75 and
370-76.
G. Other accessory uses and buildings which are incidental to the principal
use of the building, subject to size, area and yard requirements.
As specified in the schedule adopted in §
370-7 of this chapter.
The following uses are permitted as conditional uses, subject to the provisions of §§
370-78 through
370-88:
B. Hospitals, philanthropic or eleemosynary uses.
C. Quasi-public buildings, fraternal organizations and recreation areas.
The Planning Board shall exercise all powers of review of proposed
schools as have been delegated to it specifically by prevailing law,
and it may exercise any powers of review not preempted by the Department
of Education of the State of New Jersey. The Planning Board shall
be guided in this review by the following minimum standards where
such standards do not conflict with any requirement of the Department
of Education of the State of New Jersey:
A. The curriculum of the proposed school shall be approved by the New
Jersey Department of Education.
B. The minimum lot area for an elementary school shall be five acres,
plus one additional acre for each 100 pupils. The minimum lot area
for an intermediate school, high school, or institution of higher
learning shall be 10 acres, plus one additional acre for each 100
pupils. No more than 20% of the site shall be covered by buildings.
C. The minimum street frontage for an elementary school shall be 500
feet. The minimum street frontage for all other schools shall be 700
feet.
D. The minimum depth of yards for high schools and junior high schools
shall be 100 feet for front yards, rear yards and each of two side
yards. No parking or play area shall be allowed within 75 feet of
any street or property line. For elementary schools, the minimum depth
requirements of yards shall be the same as for high schools and junior
high schools, except that the side yard requirement shall not be less
than 75 feet. Parking or play areas in the front yard of elementary
schools only shall be allowed within 10 feet of any street line.
E. Off-street parking shall be provided in the following ratios: Elementary
schools shall provide one parking space for each staff member or employee,
plus one parking space for each 10 pupils, plus adequate space for
buses and delivery vehicles. All other schools shall provide one parking
space for each staff member or employee, plus one parking space for
each five pupils, plus adequate space for buses and delivery vehicles.
These requirements may be increased if, in the judgment of the Planning
Board, such consideration as the unavailability of the bus services,
the distance from centers of population, or a relatively high percentage
of pupils driving their own cars make such increased requirements
desirable.
F. No driveway shall open onto a public street or road within 150 feet
of an intersection of such street or road with another public street
or road. In determining the suitability of proposed or existing driveways
upon the site, the Board shall consider such factors as grade and
site clearance; the number and pattern of driveways; the number, location
and design of ingress and egress points; the volume of traffic which
may be anticipated on the site and upon adjoining roads; and the condition
and width of pavement of adjoining roads.
G. Illumination for night athletic activities shall be shielded from
view from adjoining streets and residential areas.
