The provisions of this article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.

A. 
Street parking. The parking of vehicles is prohibited on all streets within the Village of Bath between the hours of 2:00 a.m. and 6:00 a.m. between November 1 and April 1 of the succeeding year as follows:
(1) 
Within the area between the sidewalks on both sides of the street;
(2) 
When such street does not have sidewalks on both sides of such street, within the area 18 feet from a point measured on either side of the center line of the paved portion of such street;
(3) 
Where such street has curbs on both sides, then within the area between the curbs. For purposes of this section the term "curb" shall be defined to mean a raised asphalt, concrete, or granite abutment intending to delineate the paved and traveled portion of such street.
B. 
Municipal parking lot. The parking of vehicles is prohibited in the municipal parking lot in the Village of Bath between the hours of 2:00 a.m. and 6:00 a.m. between November 1 and April 1 of the succeeding year except in any of the following circumstances:
(1) 
Overnight parking shall not be prohibited in any night when there is no snow on the ground;
(2) 
On an odd-numbered day of the month: overnight parking shall not be prohibited in a parking row that is marked with an odd number; and
(3) 
On an even-numbered day of the month: overnight parking shall not be prohibited in a parking row that is marked with an even number.
A. 
The parking of vehicles is prohibited at all times in those streets or parts of streets described in Schedule IX (§ 112-49).
B. 
No vehicle shall stand or park in any area designated as a fire lane in any parking lot or private roadway of a shopping center, hospital, apartment house or complex, fire station or condominium complex.
C. 
No vehicle shall stop, stand or park in any space designated for handicapped parking in a parking lot or private roadway of a shopping center, hospital, apartment house or complex, fire station or condominium complex unless the vehicle has displayed a valid special vehicle identification parking permit issued pursuant to Vehicle and Traffic Law § 1203 or the vehicle is registered pursuant to Vehicle and Traffic Law § 404-a.
The parking of vehicles is hereby prohibited in the locations described in Schedule X (§ 112-50) during the times indicated of any day except Sundays and holidays unless otherwise indicated.

The parking of vehicles is hereby prohibited in the respective zones described in Schedule XI (§ 112-51) for a longer period of time than the period of time designated in § 112-51 during the hours indicated on Mondays through Fridays, except holidays as defined under § 112-1.
The standing of vehicles at any time is hereby prohibited in the locations described in Schedule XII (§ 112-52).
The stopping of vehicles at any time is hereby prohibited in the locations described in Schedule XIII (§ 112-53).
No person shall park a vehicle upon any of the streets or parts thereof described in Schedule XIV (§ 112-54) except at the angle designated.
The locations described in Schedule XV (§ 112-55) are hereby established as special purpose parking zones, and the parking of vehicles is prohibited in such zones except for the purpose indicated, in accordance with the following:
A. 
Taxi stands: The parking of vehicles other than taxicabs is prohibited.
B. 
Bus stops: The parking of vehicles other than omnibuses operating under a franchise or permit on the streets of the Village is prohibited.
C. 
Police vehicles only: The parking of vehicles other than police vehicles is prohibited.

Whereas the New York State Uniform Fire Prevention and Building Code makes reference to various subjects dealing with fire protection and for fire prevention practices and provides only general procedures for administering said code, it is hereby deemed necessary and appropriate to set forth additional administrative and enforcement procedures for the Village of Bath to enable the Code Enforcement Official to effectively enforce the provisions of this section. The specific areas of fire protection and/or fire prevention which are the subject of these additional administrative provisions are set forth herein, and each subject is referenced to the applicable section of the Uniform Code where such subject is addressed.
A. 
Fire Department and emergency service access.
(1) 
All premises and buildings in the Village of Bath which a Fire Department may be called upon to protect in case of fire shall be provided with suitable access roads and fire lanes so that all buildings on the premises are accessible. Where new construction or additions to existing structures are proposed, the Code Enforcement Officer shall recommend to the Planning Board, or other agency or board responsible for the approval of such new construction or addition, the location of access roads and fire lanes. During construction and until such time as permanent roads and/or fire lanes are in place, suitable access roads shall be constructed and maintained so as to provide access for fire-fighting equipment, emergency vehicles and others who may be required to enter upon the premises for the purpose of making required inspections or for other purposes.
(2) 
Fire lanes in shopping centers, office buildings, places of assembly and other commercial buildings shall be a minimum of 30 feet in width and 25 feet in width in multiple-residence districts. The Code Enforcement Official, with the approval of the Village Board, shall be authorized to modify the width requirements of fire lanes where such widths may be in conflict with other requirements of law.
(3) 
Fire lanes shall be clearly designated by suitable pavement markings and/or signs to be provided by the owners or occupants of the premises. Failure to replace or repair damaged, rusted or faded signs or pavement markings within 30 days after written notice shall have been served upon the owner or occupant shall constitute a violation of this section.
(4) 
The signs required to be posted by this section shall conform to the size and color requirements for parking signs as set forth in the Manual of Uniform Traffic Control Devices of the New York State Department of Transportation. In addition, said signs shall also:
(a) 
Have arrows pointing in the direction of the area designated as a fire lane.
(b) 
Be posted not more than 50 feet apart.
(c) 
Be neither of a portable nor movable type, except where otherwise directed by the Code Enforcement Official.
(5) 
The pavement markings required by this section shall be:
(a) 
No more than 50 feet apart.
(b) 
Painted so as to read in the direction of travel; or, if two-way traffic is maintained, every other marking shall be painted in the opposite direction.
(c) 
Painted in yellow or white, twenty-four-inch-minimum elongated height for each letter, eighteen-inch-minimum width for each letter (except the letter "I") and a five-inch stroke for each letter.
B. 
Means of egress. Whenever any special security methods or security devices deemed necessary by the owner or person generally in charge of the premises affect the means of egress, such security methods or security devices shall not be used without first obtaining the written consent of the Code Enforcement Official.

A. 
In the parking area of every shopping center having five or fewer stores, 5% of the parking spaces, or two spaces per store, whichever is greater, shall be reserved for handicapped patrons.
B. 
Parking spaces designated hereunder as reserved for the handicapped shall be marked by generally recognized symbols clearly painted on the pavement within the space and signs conspicuously posted at the front of each such space.
C. 
Parking spaces hereunder reserved for the handicapped shall be located within the parking area such that two such spaces shall be available for each store.
D. 
No nonhandicapped parking space may be located closer to the entrance of a store in the shopping center than the handicapped parking space farthest from a store's entrance.
E. 
No person may stop, stand or park a vehicle in a parking space reserved hereby for handicapped persons unless that vehicle displays a special vehicle identification parking permit issued in accordance with § 1203-a (1992) of the Vehicle and Traffic Law of New York, or its equivalent under a sister state's laws.
