Pursuant to the provisions of the Urban Redevelopment Law as amended (Act of May 24, 1945, Public Law 991), 35 P.S. § 1701 et seq., there is hereby created a Blighted Property Review Committee to function within the Township of Upper Chichester.
The Blighted Property Review Committee shall exercise all powers and be subject to all limitations as provided in the aforementioned Urban Redevelopment Law.
The membership of the Blighted Property Review Committee shall consist of the follow persons:
A. 
A member of the Board of Commissioners of Upper Chichester Township to be designated by Upper Chichester Township Board of Commissioners.
B. 
A representative of the Redevelopment Authority of Delaware County.
C. 
The Chairperson of the Upper Chichester Township Planning Commission.
D. 
A representative appointed by the President of the Upper Chichester Township Board of Commissioners, said representative to be a resident of Upper Chichester Township.
E. 
A representative appointed by the Board of Commissioners of Upper Chichester Township, said representative to be a resident of Upper Chichester Township.
The members of the Blighted Property Review Committee shall select from among their membership a Chairman, a Vice Chairman, a Secretary, and such other officers as the Blighted Property Review Committee may determine.
