A. 
A person applying for an annual license and registration tag shall pay to the Township a total of $16.70 for each dog if said license is applied for on or before March 31 of said year. Said fee includes a one-dollar registration tag fee and a twenty-cent pilot clinic fund fee. A person applying for a license and registration tag after April 1 of any given year shall be assessed an additional five-dollar late fee per license. If a person applying for the license and registration tag presents a certificate signed by a licensed veterinarian stating that the dog has been spayed or neutered, the annual fee shall be reduced by $3. Each license and tag shall be renewed annually, unless a three-year license has been purchased at a fee of three times the annual license fee. Of the above fees, for each dog and for each year, the one-dollar registration tag fee, the twenty-cent pilot clinic fund fee and the three-dollar spaying/neutering fee, if applicable, shall be forwarded to the State of New Jersey as required by N.J.S.A. 4:19-15.1 et seq., and the remainder of the total fees shall be the license fee retained by the Township. Each license tag shall be renewed either prior to or upon the expiration of the license previously issued, and for each animal renewal, a fee for the license and registration tag shall be paid. Said license and registration tags and renewal thereof shall expire on December 31 of each year and can be renewed after January 1 of the new year.

B. 
Only one license and registration tag shall be required in any licensing year for any dog owned in New Jersey, and such license and tag shall be accepted by the Township of Jackson as compliance with this article.
C. 
Dogs used as guides for blind persons, commonly known as "Seeing Eye" dogs, shall be licensed and registered as other dogs hereinabove provided for, except that the owner or keeper of such dog shall not be required to pay any fee therefor.

The owner of any newly acquired dog of licensing age or of any dog which attains licensing age shall make application for license and registration tag for such dog within 10 days after such acquisition or age attainment.
The application shall state the breed, sex, age, color and markings of the dog for which license and registration are sought, and whether it is of a longhaired or shorthaired variety; also the name, street and post office address of the owner and person who shall keep or harbor such dog. The information of said application and the registration number issued for the dog shall be preserved for a period of three years by the Clerk or other local official designated to license dogs in the Township of Jackson. In addition, he shall forward to the State Department of Health each month, on forms furnished by said Department, an accurate account of registration numbers issued or otherwise disposed of Registration numbers shall be issued in the order of the applications.

No license shall be issued or granted nor shall any official registration tag be issued or granted for any dog unless the owner thereof provides evidence that the dog to be licensed and registered has been inoculated with a rabies vaccine of a type approved by and administered in accordance with the regulations of the United States Department of Health, Education and Welfare, or has been certified exempt as provided by regulations of the State Department of Health. Such vaccination shall be repeated at intervals as provided by regulations of the State Department of Health, and shall be administered by a duly licensed veterinarian or by such veterinarian permitted by law to do the same.
A. 
Any person who shall bring or cause to be brought into the Township of Jackson any dog licensed in another state for the current year and bearing a registration tag, and shall keep the same or permit the same to be kept within the Township of Jackson for a period of more than 90 days, shall immediately apply for a license and registration tag for each such dog.
B. 
Any person who shall bring or cause to be brought into the Township of Jackson any unlicensed dog and shall keep the same or permit the same to be kept within the Township limits for a period of more than 10 days shall immediately apply for a license and registration tag for each such dog.
No person, except an officer in the performance of his duties, shall remove a registration tag from the collar of any dog without the consent of the owner, nor shall any person attach a registration tag to a dog for which it was not issued.
A. 
License fees and other moneys collected or received under the provisions of this article shall be forwarded to the Treasurer of the Township of Jackson within 30 days after collection or receipt and shall be placed in a special account separate from any of the other accounts of the Township and shall be used for the following purposes only; for collecting, keeping and disposing of dogs liable to seizure under this article; for local prevention and control of rabies; for providing antirabies treatment under the direction of the Township Committee for any person known or suspected to have been exposed to rabies; for all other purposes prescribed by the statutes of New Jersey governing the subject, and for administering the provisions of this article. Any unexpended balance remaining in such special account shall be retained therein until the end of the third fiscal year following and may be used for any of the purposes set forth in this section. At the end of the said third fiscal year following, and at the end of each fiscal year thereafter, there shall be transferred from such special account to the general funds of the Township any amount then in such account which is in excess of the total amount paid into said special account during the last two fiscal years next preceding.
B. 
The registration fee of $1 collected pursuant to N.J.S.A. 4:19-15.11, the twenty-cent pilot clinic fund fee collected pursuant to N.J.S.A. 4:19-15.3c and the three-dollar spayed or neutering fee, if applicable, collected pursuant to N.J.S.A. 4:19-15.3b, for each dog, shall be forwarded within 30 days after collection by the Office of Animal Control to the State Department of Health.[1]
