The power to operate and maintain recreational places shall
be exercised by Council of the Borough of West Mifflin, who shall
possess all of the powers and shall be subject to all of the responsibilities
to provide, maintain, improve and regulate the public parks, parkways,
playgrounds, ball fields and any other public recreational places
owned or leased by the Borough of West Mifflin.
All expenses incurred in the operation of said recreational
places shall be payable from the treasuries of the Borough of West
Mifflin.
The Council of the Borough of West Mifflin may annually appropriate
and cause to be raised by taxation an amount necessary for the purposes
of maintaining and operating recreational places and parks.
The Borough of West Mifflin is hereby authorized to enter into
a mutual cooperative agreement with the West Mifflin Area School District,
or any other entity, to jointly conduct recreational programs, with
the costs being allocated as agreed upon; provided, however, said
agreement shall be approved by a majority vote of a quorum of Council
present at a public meeting.
The position of Administrator of Parks and Recreation for the
Borough of West Mifflin is hereby created.
The Administrator of Parks and Recreation shall perform such
duties as are directed and set forth by either the Council of the
Borough of West Mifflin or, in absence of Council directions, the
Chairman of the Recreation Committee of Council of the Borough of
West Mifflin pertaining to the administration of the parks and recreation
activities of the Borough of West Mifflin, which shall include, but
shall not be limited to, coordinating all parks and recreation activities
of the Borough; directing the parks and recreation personnel on recreational
matters; providing for or coordinating with other Borough departments
the maintenance of ballparks, parks, playgrounds and any other parks
and recreational matters; preparing and making all applications in
the name of the Borough of West Mifflin to obtain county, state and
federal funds to be used for parks and recreational purposes; overseeing
the distribution of parks and recreation funds; and doing any other
duties assigned from time to time by Council of the Borough of West
Mifflin or the Chairman of the Recreation Committee of the Borough
of West Mifflin.
The Administrator of Parks and Recreation shall report, from
time to time, to Council of the Borough of West Mifflin the extent
and state of the parks and recreational programs of the Borough and
make such financial reports as are required.
The Parks and Recreation Administrator shall be appointed by
majority vote of Council, and while said office exists, the Council
shall, from time to time, and whenever there is a vacancy, elect,
by a majority vote of the quorum of Council, a person to fill said
office, subject to removal by Council at any time by a vote of the
majority of all the members of Council then sitting.
The position of one Assistant Parks Administrator and the position
of two Assistant Recreational Administrators are hereby created, and
said Assistant Administrators shall be appointed by a majority vote
of Council of the Borough of West Mifflin, and while said offices
exist, the Council shall, from time to time, whenever there is a vacancy,
elect, by a vote of a majority of the members, one person to fill
each said position, subject to removal by Council at any time by a
vote of the majority of all the members of Council then sitting.
The Parks and Recreation Administrator and the Assistant Parks
Administrator and the Assistant Recreational Administrators shall
be compensated by a salary to be determined by Council of the Borough
of West Mifflin by motion. Council of the Borough of West Mifflin
reserves the right to adjust said salaries or compensation at any
time.
The Administrator of Parks and Recreation is hereby charged
with the administration and enforcement of the provisions of this
article, and any other ordinance or resolution which regulates or
affects parks and recreation, whether said ordinance or resolution
was heretofore or hereinafter enacted or adopted. Any ordinance or
resolution of the Borough of West Mifflin which regulates the use
of recreational ball fields, parks, playgrounds or any other recreational
place within the geographic boundaries of the Borough of West Mifflin
which refers to the administration as the Recreational Board of West
Mifflin is hereby amended to read that the administration of said
ordinance shall be by the Administrator of Parks and Recreation or
his/her duly appointed representatives as established under this article.
