A. 
No owner, tenant or occupant of any premises within the City shall place in the street in front of the premises any containers containing garbage, refuse or recyclable material to be removed by the City prior to 7:30 p.m. of the day preceding the day upon which collection of garbage is made in the street upon which garbage containers are placed. The owner, tenant or occupant shall remove such container from the street by 9:00 a.m. of the day on which it has been collected.

B. 
Prior to removal by the City as provided above, keeping, placing or storing garbage, refuse or recyclable materials anywhere but in the basement of the building or in the rear of the premises of the owner, tenant or occupant, out of plain view from the street, sidewalk or abutting property, is strictly prohibited.
A. 
All newspapers shall be separated from other refuse and placed upon the street for collection by the City, either bagged or bundled and tied securely.[1] Other garbage or refuse material shall be put either into plastic or metal garbage barrels, with handles, with a maximum weight of 50 pounds each and placed upon the street for collection by the City. Chemical container drums are not acceptable as garbage containers.

B. 
Any cardboard cartons, or wooden, being discarded must first be flattened or disassembled and broken or cut into pieces and then securely tied into a bundle.[2]

A. 
All food-related garbage must be neatly placed in high-grade plastic receptacles, so constructed as to prevent spilling or leakage of its contents, with attached or tight-fitting covers. Each receptacle shall be waterproof, a maximum of 55 gallons, and, when filled, weigh not more than 50 pounds and be equipped with pull handles.
B. 
All food-related rubbish shall be deposited in a high-grade extra-strength plastic garbage bag. The bag should be doubled to help insure/prevent any leakage of foul liquid substances.
C. 
All food-related rubbish shall be thoroughly drained of all liquid substances.
D. 
All sidewalks shall be maintained clean and free of any residential waste from all food-related rubbish.
E. 
All sidewalks shall be properly washed, scrubbed and swept daily.

A violation of any provision of this article shall be cause for a notice of violation or summons to be issued by the appropriate City agency, including but not limited to the Police, Health, Building and Public Works Departments.

A. 
Penalties for violation. Any person who violates any provision of this article shall be subject to a fine of $250 for the first offense and a fine up to $1,000 for the second offense.
B. 
If the violation is of a continuing nature, each day during which it occurs shall constitute an additional, separate and distinct offense.
