As used in this article, the following terms shall have the meanings indicated:
Any highway, avenue, boulevard or other road or public place open to public travel.

The Mayor is authorized to provide for the closing of any street or streets or portions thereof to motor vehicle traffic on any day or days or during specified hours on any day or days whenever (s)he finds that such closing is necessary for the preservation of the public safety, health or welfare of the citizens of Union City.
Any street or streets or portions thereof closed to motor vehicle traffic on any day or days or during specified hours on any day or days shall have posted therein, in locations clearly visible, warning signs setting forth in clear language that the street or streets or portions thereof are closed to motor vehicle traffic, and further, the warning sign shall also set forth the specified time period that the street or streets or portions thereof shall be closed to motor vehicle traffic.
The provisions of this article being necessary for the preservation of public safety, health or welfare of the City and its inhabitants shall be liberally construed to effectuate the purposes thereof.
