The purpose of this article is to regulate the laying out and the acceptance of new streets in the Village of Buchanan.
No street laid out in the Village of Buchanan after the date of passage of this article will be accepted as a Village street except it shall conform to the regulations hereinafter provided.
The minimum width of streets hereinafter laid out shall be 50 feet. Said width shall be measured from lot line to lot line. A half street along an adjoining property may be approved where the adjoining owner agrees to furnish the additional width.
There shall be no reserved strips controlling access to streets except where the control of such strips is definitely placed in the Village under the offer to dedicate.
The property lines at all street corners shall be rounded to allow a radius on the property line of 10 feet.
Streets designed to have one end permanently closed (cul-de-sac) shall be provided at the closed end with a turnaround roadway having a minimum radius for the outside property line of at least 50 feet.
Street grades shall not exceed 10% for main thoroughfares and 14% for minor streets, nor less than 1/2 of 1% at the gutter lines.
Sufficient monuments shall be set to properly reproduce each and every street laid out. Monuments shall be either granite with a cross cut on the top or of concrete with a bronze plate set in the top of the same. Monuments shall be at least four inches by four inches at the top, six inches by six inches at the bottom and at least four feet long. Monuments shall be set flush with the finished grade of the lot line, where placed.
Prior to being offered for dedication to the Village, all streets shall be graded and surfaced as follows:
A. 
Typical sections. All streets offered for dedication shall be graded at least to the minimum typical section annexed hereto and forming a part of this article.
B. 
Surfacing. All streets offered for dedication shall be surfaced to a minimum width of 22 feet with suitable run-of-bank gravel, properly compacted and crowned. Minimum thickness of compacted gravel shall be four inches.
Proper drainage shall be installed where required. Reinforced concrete, cast-iron or corrugated metal pipe shall be used for culverts. Minimum pipe sizes shall be 15 inches in diameter. Where required, drainage easement, from the end of culverts to existing drains, brooks or other points of discharge, over property owned by the developer, shall be dedicated to the Village free of expense.
