This article may be referred to as the "Emergency Water Regulations."
The Board of Trustees, in the capacity as Board of Water Commissioners,
may declare an emergency upon the advice of the Superintendent, and
may determine whether an emergency exists affecting the supply or
use of water and to promulgate such regulations as deemed necessary,
at any time, and likewise to terminate such emergency. If the Board
of Trustees cannot convene in a reasonable time to make such determination
and to set such regulations, then the Mayor may do so. Any such determination
and regulations shall be in writing, signed by the Mayor and shall
be filed in the office of the Village Clerk. Public Notice will be
in accordance to New York State Public Health Law requirements as
set forth in § 225, Part 5. Publication of a copy of such
determination and regulations in the official newspaper of the Village
of Brewster and posting of a copy thereof on the signboard at the
Village Hall shall constitute sufficient notice.
During the period of a drought emergency or a declared emergency,
the following uses of water from the mains of water distribution system
shall be prohibited:
A. The washing of motor vehicles.
B. The cleaning or washing of the outside of buildings or other structures
by the use of water or steam.
C. The filling of swimming pools, except swimming pools designed and
used exclusively for medical treatment.
D. The watering of lawns and private gardens.
E. The operation of ornamental ponds, pools and fountains with the exception
of recirculating systems.
F. The flooding of outdoor skating rinks.
G. Any other uses as specified in the drought emergency rules and regulations,
established by resolution of the Board of Trustees, and as may be
amended from time to time.
