Pursuant to Section 16-12 (f) of the Utica City Charter and
for the reasons stated above, the Common Council hereby determines that it is impracticable
to procure health insurance coverage for City Officers and Employees
by competitive bid.
The Board of Contract and Supply is hereby authorized and directed
to procure the insurance coverage described below from any provider
thereof who is licensed to do business in the State of New York, without
competitive bid.
The initial coverage shall be for a period from April 1, 1984,
through March 31, 1985, and at the City's option the contract
may be renegotiated at the end of each contract year for additional
one-year terms, and that the coverage shall be a fully paid hospital
plan for employees and dependents with a major medical rider, prescription
plan, and a dental and optical coverage as parts thereof, which plan
must be substantially equivalent to or better than medical insurance
coverage presently afforded to such officers and employees.
The entire cost of the above is to be made a charge against
the Budget of the City of Utica, General Account #A9060.8-Hospital
and Medical Insurance and accounts so established by other funding
programs and grant-in-aid-programs for the appropriate years.
This article shall not become effective unless unanimously approved
by the Board of Estimate and Apportionment.
