The area to the rear of the City Hall bounded on the northerly side by Fenn Street and bounded on the southerly side by Federal Street is hereby designated and established as a parking area for designated municipal employees. Said parking area shall be restricted to motor vehicles authorized and designated by the Director of Maintenance. The entrance shall be on Federal Street and the exit from said parking area shall be on Fenn Street. The Traffic Commission, Department of Public Services or Maintenance Department shall paint lines designating the parking spaces and the angle at which motor vehicles are to be parked and place appropriate signs within said parking area indicating the direction of traffic flow and specifying that the parking area is restricted to the use of municipal employees, and, further, the Traffic Commission, Department of Public Services or Maintenance Department shall be authorized to place any other sign necessary for the safety and proper operation and use of said parking area. No through traffic shall be permitted within said parking area.[2]

A certain portion of the parcel of land owned by the City of Pittsfield and bounded by Wendell Avenue on the west, East Street on the north, Bartlett Avenue on the east and by the land of Charles R. Jordan and Lucindo Clarke Jordan and the land of the First Church of Christ Scientist on the south, which is the location of the Berkshire Athenaeum, is hereby designated and established as a regulated parking area. The Traffic Commission shall have the authority to determine and implement the appropriate regulation, restriction and penalties in accord with Chapter 13 of the City Code, "Motor Vehicles and Traffic."

A certain portion of the parcel of land owned by the City of Pittsfield and bounded by Depot Street on the south, City Parking Lot Number 6 on the east, and land owned by the Consolidated Rail Corporation on the north, which is the location of Pittsfield Amtrak Station, is hereby designated and established as a regulated parking area. The Traffic Commission shall have the authority to determine and implement the appropriate regulation, restriction and penalties in accord with Chapter 13 of the City Code, "Motor Vehicles and Traffic."
