As used in this article, the following terms shall have the meanings indicated:
EMPLOYEE
Includes all employees of the Borough of Mount Union working in excess of 32 hours per week.
PART-TIME EMPLOYEE
Anyone working less than 32 hours per week.

Authority is hereby given to the Borough Manager to negotiate and purchase a group life insurance policy or policies on the lives of all Borough employees who now or hereafter meet the conditions of employment and service above set forth. Such policy or policies of insurance shall inure to the life of each eligible employee in an amount as determined by the Borough Council from time to time and in accordance with the policies and regulations of the group insurance carrier contracted with the Borough. Each eligible employee shall select his own beneficiary to whom the proceeds shall be payable.
A.ย 
Duly elected or appointed Councilpersons of the Borough of Mount Union shall be entitled to be insured under the group policy of life insurance in an amount as from time to time determined by Borough Council of the Borough of Mount Union and in accordance with the rules and regulations of the group insurance carrier contracted with by the Borough.
B.ย 
Salary for Borough Councilpersons of the Borough of Mount Union is hereby established at $75 per month. Councilpersons of the Borough of Mount Union shall be entitled to miss two regular meetings of the Borough Council of the Borough of Mount Union and will be compensated at the rate of $75 per month. Any Councilperson missing more than two regularly scheduled meetings shall not be compensated for the month in which a meeting was missed in excess of the second missed meeting.
All payments for the insurance under this article shall be paid for out of Borough funds so long as the employee or employees covered thereby are employed by the Borough within the meaning of this article, without any deduction therefor from the salaries or wages of such employees. When any employee covered by such insurance policy leaves the service of the Borough or is discharged or retired from his employment, the payment of the premiums out of Borough funds on behalf of such employee shall cease, and all liability for payment thereof by the Borough on behalf of such employee shall cease. In the event that the policy so provides, the employee leaving the employ of the Borough, as aforesaid, may convert such policy for his own benefit and thereafter pay the premiums on his own behalf.
It is hereby declared as a policy of the Council that no employee who now or hereafter may benefit from the benefits of this article shall have a vested right to the benefits conferred hereby, and that the Borough may at any time hereafter repeal, annul, abrogate or change any or all of the provisions of this article or the benefits conferred thereby, without any liability on the part of the Borough to continue thereafter the payment of the premiums for any of the insurance mentioned herein, if such further action of the Borough Council so provides.

The Borough life insurance which covers all employees at a cost to the Borough and for all Council members at a cost incurred by those interested in carrying the coverage shall be offered to the Mount Union Municipal Authority members under the same conditions of payment as Council members.

Annual leave with full pay for one week shall be granted to all employees after one full year's service as an employee of the Borough; annual leave with full pay for two weeks shall be granted to all employees after two full years' service as an employee of the Borough; annual leave with full pay for three weeks shall be granted to all employees after 10 full years of service as an employee of the Borough; annual leave with full pay for four weeks shall be granted to all employees after 20 full years of service as an employee of the Borough; and annual leave with full pay for five weeks shall be granted to all employees after 30 full years of service as an employee of the Borough. An increase in annual leave shall occur in the calendar year in which the appropriate anniversary date of an employee's service with the Borough shall occur. The Borough Manager or other executive officer in charge of the personnel involved shall finally determine the time of the year at which such annual leave shall be taken. Annual leave may not be accumulated.

A.ย 
Sick leave with full pay shall be granted at the rate of 15 working days annually after one full year's service as an employee of the Borough. Employees with less than one full year's service shall begin to accrue sick leave at the rate of 1ย 1/4 days per month, commencing with their original date of hire. Sick leave may be granted only for personal illness or legal quarantine. Such sick leave shall be accumulated to a total of 100 days maximum. An employee who retires after at least 15 years' service with the Borough who, at that time, has accumulated sick leave up to the maximum of 100 days shall be reimbursed for such sick leave at the rate of $20 per day, up to the maximum of 100 days.
B.ย 
In the event an employee's absence from his or her employment is the result of an injury in the performance of his or her duties as such employee, and such injury or illness is deemed compensable under the workmen's compensation laws of the Commonwealth of Pennsylvania, such employee shall be entitled to receive, in addition to such workmen's compensation benefits, the difference between said benefits and the employee's net pay at the time of such accident or illness.

A.ย 
Part-time employees shall be entitled to annual leave equal to the average number of days worked by said employee, per week, for the most recent calendar-year period. That is to say that if the employee works on an average of two days a week, said employee shall be entitled to annual leave of two days.
B.ย 
With the exception of the provisions herein contained for annual leave and except as modified by the laws of the Commonwealth of Pennsylvania, no other benefit shall be afforded to part-time employees.

The Borough Manager or other executive officer in charge of the personnel involved shall require an employee to file competent written evidence that his absence for sick leave was for an authorized reason, and no sick leave in excess of two consecutive days may be granted without a certificate from the employee's attending physician.

A.ย 
All absences to be charged against sick leave or annual leave must be reported to the Borough Manager or to such other executive officer as is in charge of the personnel involved, and such officer shall keep accurate record of the sick leave or annual leave actually taken by such employee under his jurisdiction.
B.ย 
The Borough Manager is hereby authorized to promulgate rules and regulations for the enforcement of the provisions of this article.

Group life insurance providing death benefits of the type in effect at the time of the enactment of this article shall be provided for all full-time employees, such policies to be terminated in the event of the termination of the service of the employee with the Borough. Such life insurance shall be in accordance with the rules and regulations of the group insurer of the employees of the Borough of Mount Union.
The Borough shall participate in the social security system, and the benefit of old-age and survivors insurance shall be extended to its employees, excepting members of the Police Department.
To supplement the benefits payable under the social security system, all full-time personnel shall participate in the Municipal Employees Retirement System of the Commonwealth of Pennsylvania and be subject to its provisions and be entitled to all the benefits therein. (See Chapter 65, Article III.)
The Borough Manager shall have the power to negotiate any or all contracts for insurance and to prescribe, amend and enforce rules and regulations for carrying into effect provisions of this article and shall be governed thereby. Before any such rules and regulations are enforced, or before any contracts for insurance are made final, they shall first be approved by Borough Council; when such rules and regulations have been so approved, they shall not be annulled, amended or added to without the approval of Borough Council.

All full-time employees of the Borough of Mount Union shall each year not work the following holidays but shall receive full regular pay for such days:
New Year's Day
Washington's Birthday
Good Friday (12:00 noon until 5:00 p.m.)
Primary Election Day
Memorial Day
July 4th
Labor Day
General Election Day
Veterans Day
First day of antlered deer season
Thanksgiving
Christmas Eve Day

Employee's birthday/personal day
B.ย 
Should, because of an emergency, any employee be required to work any such holiday, he or she shall receive time-and-one-half compensation for working said holiday or, upon the mutual agreement of the Borough Manager and employee, shall have like time off work with full regular pay. Should any such holiday occur on a day when Borough employees would not ordinarily work, such employees shall likewise receive like time off, with full regular pay, as soon as possible. Any employee required to work on such holiday shall be entitled to a minimum call-out time of two hours. Said employee shall be called out only by the Department head or Borough Manager.
