[HISTORY: Adopted by the Town Council of the Borough of West View 2-12-1997 by Ord. No. 1370 (Ch. 14 of the 1977 Code). Amendments noted where applicable.]
The Borough of West View (Borough) hereby joins with the Township of Ross (township) and the North Hills School District (district) to create hereby the Ross — West View — North Hills School District Intergovernmental Cooperation Agency (Agency).
The term of the Agency shall be for five years, and the same shall be renewable for additional five-year terms thereafter.[1]

The purposes and objectives of the Agency as required by the Act (53 P.S. § 487)[1] shall be to aid, promote, assist and fund community school-related activities.

The Agency shall be funded and financed by contributions from the township and Borough, each of which shall contribute an amount equal to at least 25% of the increase in the amount of Regional Asset District disbursements received in excess of the prior calendar year.
The Agency shall be organized so that it shall comprise three members, all of whom shall be elected officials, one of each to be annually appointed by the Borough, township and district. The Agency members must unanimously agree upon the disbursements for community/school-related activities. If the members cannot unanimously agree, then the Borough representative and district representative shall jointly agree as to the disbursement of the Borough contribution, and the township and district representative shall jointly agree as to the distribution of the township contribution. In the event that the municipal members, i.e., Borough or township and the district member cannot jointly agree, then the municipal member alone shall determine the disbursement of the municipal contribution, subject however, to obtaining the advice and consent of the members of the Municipal Board or Council, which advice and consent shall be given by resolution of the Council or Board.
The members of the Agency shall establish a checking account into which all funds shall be deposited and from which all disbursements shall be made. The checking account shall be subject to audit by each of the participating governmental bodies. Reasonable expenditures can be made for necessary administrative expenses. No member of the Agency shall be entitled to any remuneration or expense reimbursement.
Should the township, for any reason, no longer desire to be a part of the Agency created hereunder, then and in that event, the district and Borough shall continue on as a West View — North Hills School District Intergovernmental Agency and be organized under the terms set forth herein as apply to just the Borough and district.
