The Council of the Borough of West View hereby creates a Police Department of such size and number as the Council of the Borough of West View, in its discretion, deems appropriate, to enforce the laws and ordinances of the Borough of West View, as well as those for the Commonwealth of Pennsylvania and the United States of America.
Said Police Department shall be established pursuant to the laws of the Commonwealth of Pennsylvania, including but not limited to civil service rules and regulations.
Said Police Department shall be directed pursuant to the Borough Code[1] and shall consist of officers of such rank as shall be deemed appropriate by the Council of the Borough of West View.

All regularly employed police officers employed in the Police Department by the Town Council of the Borough of West View are hereby for all purposes considered to be on duty for the Borough of West View 24 hours a day.
Although said full-time police officers are to be considered on duty 24 hours a day, no provision of this article shall conflict with the normal contract by and between the Borough of West View and the Police Department of the Borough of West View relating to compensation for hours worked.
